In October 2016, the City of Bangor signed a lease with Elk River, allowing Elk River tenants to park in a number of spaces near the police station (on the attached Exhibit A, these are the ten spaces that are just to the right of the blue highlighted area). After discussions with Elk River, its tenants, and People's United Bank, which also owns part of the parking lot, it appears that a change in the parking arrangement would benefit the Police Department and is agreeable to all parties. Under the new lease, the Police would be able to park in those ten spaces just to the right of the blue highlighted area. The City would lease its portion of the orange highlighted area, along with rights to access that area through the area highlighted in blue, to Elk River. In combination with permission from People's United Bank, this would allow Elk River tenants to park in the orange highlighted area. As the City has only partial ownership of the area in question, the lease would be at no cost to Elk River, but Elk River would be required to maintain the spaces. This arrangement should help all of the parties by maintaining appropriate and safe parking and access in this area.
