Y 93-377 a Gene aDocti_. Applicant requests a zone change for a 1.1 acre e parcel from Industry and Service District (I&S) to UrbanIndustry District (UID) at 910V Odlin. The proposed site is part of a larger 4.1 acre lot. The remaining 3 acres is currently zoned DID. The proposed zone change is to move the DID zoning line to include the entire parcel. b. Land Ilse and-SpAina Policy. The proposed UID zone change is consistent with the Comprehensive Plan's Land Use Concepts and Zoning Policy Maps. These maps reserve an area along Odlin Road from the Hermon Town line to approximately 200 ft. of the Ammo Industrial Park Road for urban industrial uses. C. Ijjllan_SgYY3—r . The site is not currently within the Primary Service Area. The question arises as to whether the urban zoning is appropriate outside of the Primary Service Area. This area of the city has historically been vaned for urban, industrial uses The current industrial zoning was in place long before the City adopted the revised comprehensive plan which includes the policy to discourage urban zoning outside the Primary Service Area. Ina sense, this site i grandfathered for urban industrial uses. The change from e urban zoning district to another does not really change this grandfathered situation. d, tine Coalitions. Currently, the site is undeveloped. The parcel is bordered by Lane Construction to the north which is located in both UID and I s S zoning districts. it s bordered by vacant Um property to the west, and by Interstate 95 to the southit is also bordered by a Ingle -family residential use to the east, which is located in an I b 8 zoning district. 0. Decision Criteria. The primary criteria for a rezoning is that it must be consistent with the City's Comprehensive Plan. The Comprehensive Plan indicates this parcel should be reserved for urban industrial uses. The proposed zone change request is consistent with the Comprehensive Plan and with the range of existing usesin the area. Therefore, Staff would recommend that the Planning Board recommend this proposed zone change to the City Council.
