The spray/control equipment is installed on a truck chassis with a 2,000 gallon tank and Batts, Inc., of Advance, Indiana is the only known assembler capable of providing this equipment. The bid from Batts, Inc. was the only bid received and the bid amount of $142,066.00 was about 58 -less than the engineers estimate of $150,000.00. The FAA must approve the purchase of this equipment which will be funded with 90% federal, 5% state and 5% local funds. The following Council Order for contract award will be made contingent upon FAA and Maine OOT grant approval under the Airport Improvement Program. Maine Dear Mr. Pellegrino: As you know, bids for the subject project were opened at 2:00 p.m. on June 9, 1993. This letter is to advise you of our findings and to indicate our recommendations for Award of Contract. One bid proposal was received as follows: E1121 B1$ Batts, Inc., $188,686.00 The above bid includes a price of $142,066.00 for the Liquid Deicer Applicator and $46,620.00 for the Tank Installation. The total bid exceeds the Engineer's Estimate by approximately 5%. The bid price for Item No. 1, the Deicer Applicator is 5% below the Engineer's Estimate and the bid price for the storage tank installation (Item No. 2) is 55k above the Engineer's estimate for this item. The bid price of $142,066.00 for the Deicer Applicator appears to be reasonable and.. does compare favorably to zimilAr vehicles previously bid at other local airports in recent years. The bid price of $46,620.00 for the storage tank installation does not appear to be reasonable. Based o review of the bid documents and company literature from Batts, we find Batts, Inc. to be fully qualified to furnish the Deicer Applicator and recommend awarding the contract to Batts, Inc. in the amount of $142,066.00. We do not recommend awarding the tank installation portion of this project to Batts, Inc., but instead recommend that this portion of the project be repackaged and put out for bids separately in the hope of receiving more than one (1) bidder and a price more in line with the Engineer's Estimate for this work. 93_3)3 Mr. David Pellegrino Tune 22, 1993 Page 2 The award as recommended above should be made contingent upon the following: A. Receiving the FAA grant in a sufficient amount to fund the project. B. Satisfactory execution of the contract between the City and the Contractor with delivery of acceptable bonds and insurancec ertificates at the time of execution of the contract. C. Concurrence in the award of the contract by the Maine DOT, Divisieh'of Aeronautics and the Federal. Aviation - Administration. If you concur in our recommendations, the City should immediately request authorization from FAA and Maine DOT to award a contract as indicated above.
