Subject: Kittredge Road Landfill Closure - Cover Material
As you are
aware. the Kittredge Road landfill will have to
be closed later thisyear due to State and Federal mandates. As
part of the closure process, we will be required to install an
18 inch thick "cap' of clay material over the landfill. This
will take 35,000 to 40,000 cubic yards of clay to construct.
Estimated casts to purchase this type of clay material are in
the range of $4.00 to $6.00 per cubic yard, delivered to the site.
I have recently been contacted by Bangor Hydro representatives
relative to a possible gale of clay material to the City for our
landfill closure. on June 18, 1993. the City Manager, Public Works
Director, and City Engineer met with Bangor Hydro representatives
to explore this possibility. Bangor Hydro is constructing a
maintenance facility 1n Hampden, and will generate 35,000 to 40,•000
cubic yards of surplus clay materiel from that project. This type
of material is suitable for capping landfills. Bangor Hydro has
agreed to sell this material to the City of Bangor for the price
of $2.00 per cubic yard, including delivery to the Kittredge Road
Landfill. Min would result in an estimated savings to the City
of approximately $100.000.
Accordingly, I am requesting City Council approval to purchase
clay material from Bangor Hydra at the delivered price of $2.00/ cubic
yard.
