The study will consist of two parts: I) A basic study of r alternative s structures and ii) a study to explore the feasibility of establishing a separate stormwater utility and separate scormwater rate structure.. Thenoat of part 1), will notexceed $29,811, and part II) not toexceed $22,698. Funding for .the study wilcome from unexpended funds left over from previously -completed capital sewer projects. A total of seven proposals m w received to perform this rk. We flim considered to be the most responsive to the City's RPP (Camp, Dresser, d McBeand CH2M-HILL) were interviewed by the Ad Hoc Sewer Committee and City Staff. The Committee and Staff have recommended CH2H-RILL to perform. the study. Attached is a brief summary of all proposals received. The study will be completed within 'approximately 3 months. Firm has o a rate experience, but Has primarily dealt with electric, gas, telephone, and water utility rtThe City would have to select an additional firm to perform the stormwater rate study. Camp, Dresser, 6 McKee - Cambridge, Have. Proposed to perform basic sewer rate study for $32,600, and stornwater utility study for $26.500.Firm Has considerable experience In both types of studies. Has recently completed rate study for the Bangor Water District. Excellent references. CH2M-HILL - Boston, Mass. Proposal for basic sewer rate study: $29,811, stormwater utility study: $22.698. Considerable experience in bath types of studies. Very knowledgable of Bangor system due to completion of prior work (Secondary Treatment Pleat and C30 Facilities Plan). Excellent references and demonstrated performance with the City of Bangor. Glace Associates - Camp Hill, Feet. Only proposed to perform stormaater utility feasibility study for $22,550 (no basic sever rate proposal). Very limited stormwater experience.• Refer checks indicated very satisfactory performances: how bis firm appears to primarily provide very basic engineering [vices to small municipalities and townships in Pennsylvania. A separate Yarm would need to be selected to perform the basic sever rate study. Rimball-Chase - Bath, Maine Sewer rate proposal: $21,800, stornewater study: $17,415. Some rate experience, no stormwater rate experience. Proposal very brief and general. Woodard d Curran - Bangor and Portland, Me. Proposal for basic sewer rate study: $18,000; storwater utility study: $25.00o. Limited sewer rate study experience. n experience with storawater utilities. Proposal somewhat general. -1- Wright -Pierce - Topsham, Maine Sewer rate proposal: $7,800 to $11,700, stormwater proposal: $6,500 to $15,000. Limited sever rate experience, no stormwater experience. Proposal brief and general. City Staff reviewed all proposals and rated each acording to the following criteria: 1) Qualifications and experienceso of persons doing the work, 2) Firm availability and capacity to perform, 3) Past experience and volume of similar work, 4) Proposal completeness, methodology, etc., 5) Cost, 6) Firm's location. Based on these ratings, the two top firms - Camp, Creaser, 6 MCYee and CH2M-HILL were interviewed by the Ad Hoc Sewer Committee and City Staff. Although both firms appear to be fully qualified and capable, CH2M-HILL is too raw ended due to alightly lower cast, greater familiary with Bangor's sewer and stormwater systema, and demonstrated performance on previous Bangor projects. -2
