Item/Subject: Amending Chapter VI, Article 15 0£ the Laws and
Ordinances of the City of Bangor -- Skateboards and Bicycles
Responsible Department:
The Municipal Operations Committee met on July 20th and unanimously
recommended that C.O. 93-309 be passed as amended. The amendment
would add language to Section 4 which would allow children 12 years
old or younger riding bicycles with 16" diameter or less wheels to
ride on sidewalks anywhere in the City but the Downtown Development
District. An amended version is attended for your review.

THAT Chapter VI, Article 15 of the Laws and Ordinances of the
City of Bangor be deleted in its entirety and replaced with the
following:
CHAPTER VI
ARTICLE 15 - BORAN PROPELLED CONVEYANCES
Sec. 1 Title. This Ordinance shall be known and may be cited as
the "City of Bangor Ordinance Regulating the
Operation of Human Propelled Conveyances."
Sec. 2 Definitions. For purposes of this Ordinance, the following
words shall have the following meaning:
(a) Citi,,. The City of Bangor.
(b) Downtown Development District m001. That portion
of the City
of Bangor designated as the Downtown Development
District (DDD) in the Land Development Code of the
City of Bangor and in the "Zoning Nap of the City
of Bangor", as they may be amended from time to time.
(c) Human Propelled Convevance. Every device used for
the propulsion of
people by human power not subject to registration
under State motor vehicle laws, which contain one
or more wheels, tracks, or other mechanical o
operational devices, whether in a single unit or not,
including, but not limited to, bicycles, scooters,

skateboards, air cushioned skateboards, roller
skates, roller blades, or cross country training
skis capable of being propelled at a speed
exceeding 3 mph. This term does not include any
device operated by a person, or a person directly
assisting a person, who is unable to walk or
otherwise ambulate without the assistance of a
human powered conveyance.
(d) Operate. To ride upon, drive, propel, or Otherwise
convey oneself or others by the use of a
human propelled conveyance.
(e) vehicle. Any human propelled conveyance.
Sec. 3 Human Prcoelled Conveyance Operation. No person shall
operate a human
propelled conveyance on any street, sidewalk or other
public way, as that term is defined at 17 N.R.S.A.
S 505 as amended, in any portion of the City designated
as the Downtown Development District, except that
bicycles may be operated on such streets and public ways
subject to State motor vehicle law restrictions.
Sec. G Ricvcle Operation
(a) No person shall operate a bicycle on any sidewalk
In any portion of the City; provided, however,
that children 12 years old and younger operating
bicycles with tandem wheels of 16" diameter or
less may operate their bicycles on sidewalks
outside the Downtown Development District.
(b) No person shall operate a bicycle in any City park,
as designated in Chapter VI, Article 12, Section 3
of these Ordinances, located in any portion of the
Downtown Development District.
Sec. 5 Civil Penalties. violation of this Ordinance may be
punishable by a civil penalty of not
lees than Fifty Dollars ($50.00) and not to exceed
Two Hundred Dollars ($200.00), or by impoundment of the
vehicle which was operated in the commission of such
violation for a period not to exceed thirty (30) days,
or both.

CHAPTER VI
*ARTICLE 15 SKATEBOARDS AND BICYCLES

Sec. i Title. This Ordinance shall be know and may be cited as the "City of
Bangor

Sec. 2 Definitions. For purposes of this Ordinance, the following words
shall have the following meaning:
(a) Bim. Every device propelled by human power upon which any
person
may ride, having two tandem wheels either of
which is morethan 16' in diameter.
(b) Central Business Zone That portion of the City of Bangor
designated as the Central Business
(C-4) Zone in Chapter VIII, Article 4 of the Ordinances of
the City of Bangor and in the "Zoning Nap of the City of
Bangor, as they may be amended from time to time.
(c) city. The City of Bangor.
(d) overate. To ride upon, drive. propel, or otherwise convey
oneself or others by the use of a bicycle or
skateboard.
(e) Skateboard. A single platform mounted onwheels, which is
designed to be propelled by human power.
(f) Vehicle. Bicycles and/or skateboards.
Sec. 3 Skateboard Operation. No person shall operate a skateboard on any
street. sidewalk or other public way in any
portion of the City designated as a Central Business (C-4) Zone.
Sec. 4 Bicycle Operation.
(a) No person shall operate a bicycle on any sidewalk in any
portion of the City.
(b) No person shall operate a bicycle in any City park. a
designated in Chapter VI, Article 12, Section 3. located
an any portion of the Central Business (C-4) Zone.
