Commentary: _
The City of Bangor is required to hold two public hearings
prior to adoption of the FY 92 Community Development Program.
The first was held at the May 41 1992 Community A Economic
Development Committee meeting with the second scheduled for the
May 11, 1992 City Council meeting. _
Following the hearing, the Council may take action an the
FY 92 Program and related actions.
A copy of the proposed Community Development Program Budget
recommended by the Community 6 Economic Development Committee is
attached. -

Use of Funds for FY 1993
Responsible Department: Community and Economic Development
Commentary:
The City Council was provided detailed information on the
City's proposed application for Federal FY 1993 Community
Development funds by Memorandum dated May 60 1993. Attached for
your information is a FY 1993 Community Development Program
Summary which indicates proposed activities and use of available
funds.
The Community and Economic Development Committee reviewed the
proposed application at its meeting on May 19, 1993 and held a
Public Hearing. The proposed Community Development Objectives
and Projected Use of Funds were published in the Bangor Daily
News prior to the Public Hearing.
A second Public Hearing has been advertised for considera-
tion of this Order at the May 24th City Council meeting. The
Order will be ready for passage after the Public Hearing.
The application deadline is May 31st.

ORDERED,
THAT the City Council of Bangor, as the local governing
body, hereby authorises and directs the City Manager to submit to
and file with the Department of Housing and Urban Development a
Final Statement of Community Development Objectives and Projected
Use of Funds for Community Development Block Grant Entitlement
funds as provided for in Title I of the Housing and Community
Development Act of 1974, as amended, a copy of which is attached
hereto as "Exhibit A" and consisting of six (6) numbered pages;
and to provide such additional information and furnish such
documents as may be required by the Department of Housing and
Urban Development to execute such contract or contracts as may be
neCOSSary for the entitlement grant to be received; and to execute
and file requisitions for funds.
HH IT FURTHER ORDERED, THAT, the City Manager is
hereby appointed as the authorized representative of the City of
Bangor to act in connection with such statement of the City of
Bangor for Federal Community Development Block Grant fulls under
Title I of the Housing and Community Development Act of 1974 as
amended.

Authorization to Execute and File Final Statement of
Community Development Objectives and Projected Use of
Fonda for Community Development Entitlement Funds
At the public hearing held May 19th by the Community and
Economic Development Committee, Charles Curran, a resident of 239
Pine Street, suggested that the paving of Pine Street between
Garland Street and South Park Street, because it is located in a
neighborhood eligible for Community Development funding, should be
undertaken with Community Development funds instead of with funds
from the proposed bond issue. He also requested that repairs to
the sidewalk on the east side of Pine Street in the same block be
included as part of the Community Development program. The City
Engineer and I agree with Mr. Curran's suggestion.
Paving the street and repairing .the sidewalk on Pine Street
between Garland Street and South Park Street can be added to next
year's Community Development program by substituting the attached
Page 6 of the Final Statement attached to Council Order 93-276.
The amended Page 6 extends the proposed improvements on Pine
Street from Hancock to South Park (instead of ending at Garland
Street), adds $8,000 to the amount for Pine Street improvements
(for a total of $29,798), and deducts $8,000 from Engineering and
Contingency. The City Engineer feels the remaining $4,993 for
Engineering and Contingency should be sufficient. The subtotal for
Neighborhood Public Improvements would remain the same at $182,229.
