Thomas Russell, Esq., represented the Applicants and spoke in favor of the proposed change. _ James Linehan spoke in opposition. He presented to the Board a petition with 29 signatures from residents in the Center Street and Grant Street area expressing their opposition to the zone change request. After some discussion. the Board voted five in favor and none opposed to end khat the City Council approve the zone chance request contained In C.B. R 93-271. General Description. Applicant requests azone change for a 7,500 sq. ft. parcel from Urban Residential1 District (URD -1) to Government and Institutional Service District (G S ISD) at 331 Center Street. b. Land Use and Zoping Policy. The proposed G S SSD sone change is consistent with the Comprehensive Plan's Land Use Concepts and Zoning Policy Maps. The maps indicate that this area should be reserved for government and institutional uses. It is also consistent with C.O. # 82- 97 - the 1982 agreement between St. Joseph Hospital and the City for potential areas to be rezoned to meet the hospital's tang range expansion needs. The proposed sone change is for a hospital related use. Although, the hospital is not the applicant, they have a purchase and sales agreement with the owners to buy the property. C. Urban Services. The site is currently served by a full range of urban services. d. Existing Condi. The existing structure is a single family home. There are single family uses to the north and across the street to the west. There are hospital related uses to the south and east of the parcel. The existing zoning is URD -1 to the north and west and G S ISD to the south and east. e. The primary criteria for a rezoning is that it must be consistent with the City's Comprehensive Plan. The Comprehensive Plan indicates this parcel should be reserved for Government and Institutional hospital related uses.
