HomeMy WebLinkAbout1993-05-10 93-258 ORDERDate a,xMay 10,11993 Item No. 93-258 Item/Subject: Award of Contract for Construction of Commuter Ramp Expansion at Bangor International Airport Responsible Department: Airport/Purchasing Commentary: Six bide were received £or the ramp expansion construction and the bids ranged from $984,785.00 to $1,365,499.00, (see attached bid tabulation). The low bid was received from Pike Industries of Tilton, New Hampshire and was 22% below the engineer's estimate of $1,263,200.00 for the 22,000 square yards of now ramp pavement. This project has been approved by the FAA under AID 3-23-0005-14 and is being funded with 908 Federal, 5% State and 58 Airport funds. All bids were reviewed by the Airport's consultant engineer Hoyle, Tanner s Associates and were found to be inorder. The qualifications of the low bidder, Pike Industries are well known by both the City and the Airport consultant and Pike is considered to be well qualified to perform the work required to satisfactorily complete the project - see attached letter from Hoyle, Tanner 6 Associates. This contract award is contingent upon the .approval of the FAA and the Maine.Department of Transportation. This letter is to advise you of our findings and to indicate our recommendations for Awardofcon- tract. Six bid proposals were received as follows Fire Bid Pike Industries $984,785.00 Tilton, NH H.E. Sargent $1,077,590.00 Stillwater, MB Bridge Construction Corp. $1,084,643.00 Augusta, ME Lane Construction $1,232,895.00 Bangor, MB Thomas DiCenzo, Inc. $1,314,601.115* Calais, MB FraNa Woodworth, Inc. $1,365,499.00 Pittsfield, ME *Corrected total There was one minor multiplication error in the bid of Thomas DiCenzo, Inc., on Item No. P-156-2, which did not effect the outcome of the bid. Their corrected bid is reflected above as Mr. David Pellegrino April 21, 1993 Page 2 well as in the Bid Canvass. There were no other errors found in Me remaining bids. Pike Industries, Inc. submitted the lowest bid. Their form is in order, duly signed by a Vice President of the Corporation and impressed with the corporate seal. Addendum No. 1 is acknowl- edged. Pike Industries bid is approximately 22% below the Engineer's estimate, and is 9* below the second low bid, and 9.2& below the third bidder. Item No. M-015-1, Precast Concrete Arch, seems to account for the bulk of the difference between the low bid and the second and third law bids. Excluding the arch, the second low bid would be only 0.58 higher and the third law bid 1.7% higher than the low bid. As Pike Industries bid for the concrete arch was approximately 17% below the Engineer's Estimate, it appears to be a more reasonable bid for that item than the bids of the second and third bidders which were 695 and 89% above the Engineer's Estimate, respectively. Based on our analysis of the bid, we are confident that Pike Industries has submitted a good competitive bid. We are very familiar with the work done by Pike Industries and we are of the opinion that the firm is qualified and capable of satisfactorily accomplishing the subject project. Pike Industries has indicated that they intend to utilize a minimum of 10% DBE participation and they have submitted their proposed breakdown. Therefore, we recommend awarding the contract to Pike Industries, Inc. in the amount: of their bid of 5948,785:00. The award recommended above should be made contingent upon the following: A. Receiving FAA grant AIP-14 in a sufficient amount to fund Me project. B. satisfactory execution of the contract between the City and the contractor with delivery of acceptable bonds and insur- ance certificates at the time of execution of the contract. C. Concurrence in the award of the contract by the Maine DOT, Division of Aeronautics and the Federal Aviation Administra- tion.
