The bids ranged from $158,975.00 to $233,846.00 and only one bid ($233,846.00) was in compliance with the Fire Department's specifications. The lower bids were mostly for fire vehicles built oncommercial chassis that would have to be modified to meet the requirements of the pumper body. See attached mo from John A. Foley, Fire Chief. The recommendation to award the contract to Pierce Manufac- turing Company in theamount of $233,846.00 has been reviewed by the Finance Committeand referred to the City Council with a recommendation for approval. FOLEY, FIRE CHIEF RE: PURCHASE OF NEW FIRE ENGINE THE BANGOR FIRE DEPARTMENT HAS RECEIVED FOUR BIDS ON THE SPECIFICATIONS WE WROTE FOR A NEW FIRE ENGINE. TWO BIDS WERE FOR TRUCKS BUILT ON COMMERCIAL CHASSIS AND TBE OTHER TWO WERE FOR TRUCKS BUILT ON CUSTOM CHASSIS. LEP WE BRIEFLY EXPLAIN THE DIFFERENCE. THE COMMERCIAL CHASSIS IS WAGE FOR GENERAL USE. IT IS PURCHASED BY THE BIDDING COMPANY AND MST BE MODIFIED TO MARE A FIRE ENGINE. WE ARE UNABLE TO GET INFORMATION FROM ANY OTHER FIRE DEPARTMENT, OF COMPARABLE TERRAIN AND NUMBER OF CALLS, THAT HAS USED THESE TRUCKS FOR ANY LENGTH OF TIME. ALTHOUGH THE PRICE SOUNDS VERY ATTRACTIVE, MY EXPERIENCE TELLS ME THAT THEY WOULD NOT BE IN THE BEST INTEREST OF OUR CITY. A CUSTOM CHASSIS TRUCK IS DESIGNED WITH WE PURPOSE OF MCETING THE SPECIFICATIONS OF SNE PURCHASER. R.M.E. AND PIERCE MANUFACTURING SUBMITTED BIDS FOR A CUSTOM FIRE ENGINE. THE BID FROM P.M.E. CAME TO US WITH TWO PAGES OF EXCEPTIONS TO OUR SPECIFICATIONS. THE 31D IS VERY GENERIC AND USES COMPONENTS FROM SEVERAL COMPANIES TO COMPLETE THEIR PRODUCT. THIS CAN FARE IT DIFFICULT FOR OUR DEPARTMENT TO DETERMINE WHO IS RESPONSIBLE FOR ANY PROBLEMS THAT MAY ARISE. WE KNOW THIS PROM OUR PAST EXPERIENCES. PIERCE. MANUFACTURING FREW ALL OF OUR SPECIFICATIONS. IN THE PAST ELEVEN YEARS WE HAVE PURCHASED THREE PIECES OF APPARATUS FROM THIS COMPANY THAT PAS A PROVEN WAGE RECORD WITH OUR DEPARTMENT. THIS NEW PURCHASE WILL REPLACE A 1967 ENGINE AT OUR STATE STREET STATION. AS YOU CAM SEE, WE PUT VERY LENGTHY DEMANDS ON OUR ENGINES AND I HAVE GOOD REASON TO BELIEVE THIS WILL NOT CHANGE. 1 11 . \ 93-206 -2- THE STAFF AND I NAVE RESEARCHED THESE BIDS AT GREAT LENGTH ANO ARE CONFIDENT WE HAVE FARM ALL THINGS INTO CONSIDERATION. THE COST DIFFERENCE IS MAPPING BUT IN MY PROFESSIONAL OPINION WE WILL ALL BE BETTER SERVED IN WE LONG RUN WITH THE PURCHASE OF THE PIERCE. IR CC: ED BARRETT DAVE PELLEGRINO
