Commentary:- finance Department
This action will apprpriate funds for the purchase of a fire pumper
truck from the Fire Equipment Reserve account (91 -2227) -and the.
Capital Improvements Reserve Account (91-2223).
On March 17. 1993 the Finance Committeereviewedthe award of the bid
and approved the award- The Committee also discussed the funding
mechanism and approved the appropriation from these two reserve
accounts.

Whereas the City of Bangor has awarded the purchase Of a new fire pumper
truck; and
Whereas a portion Of the funds for this purchase are in the Fire Equipment
Reserve Account, and are not appropriated; and
Whereas the balance of funds for this purchase are in the Capital
Improvements Reserve Account, and are not appropriated;
Therefore, be It Resolved:
that the balance of $222,630 In account 91-2227 "Reserve Fire Equipment'
s hereby appropriated to a capital project account for the purchase of
the fire pumper truck; and
be It further resolved that $11,216 in account 91-2223 "Reserve Capital
Improvements is hereby appropriated to a capital project for the purchase
of the fire pumper truck.

Unfinished Business
Council Order #92-392 (Sone Change - 100 Congress Street).
This item should he indefinitely postponed. A revised contract
zone change proposal has been submitted by the applicant. The
wised proposal has been placed on tonight's agenda for referral
to the City Planning Board as Council Order #93-233.
Council Order #93-204 (Noise Ordinance). This item as
originally proposed has been substantially amended to delete all
provisions relating to stationary noise sources and noise zones.
These amendments are reflected in the substitute version of the
proposed ordinance printed in the Council's agenda packet.
Following discussions at the Municipal Operations Coimoittee
meetings on April 6 and April 20, 1993, and further review by
Police Chief Harriman, I have made additional changes to the
proposed ordinance to reflect concerns of the Municipal Operations
Committee and the Police Chief. These changes are reflected in the
attached version of C.O. 93-204, which should be moved as an
amendment by substitution for the original.
Council Orders #93-204, 93-217, 93-210, 93-219 and 93-221
each require five affirmative votes for final approval.
Council Order #93-223 (Bangor High School State Basketball
Champions). The Council may wish to take this item out of sequence
ahead of. other unfinished business.
New Business
The New Business items on tonight's agenda are procedurally
routine.
Council Order #93-247 (General Electric Lease Revision).
As noted in the commentary to this item, the language of the
proposed amended Lease has not yet been approved by all parties.
As drafted, C.O. 93-247 would authorize the City Manager to execute
the final version of the amended Lease, when approved by all
parties. A draft of the proposed Lease is on file in the City
Clerk's office and will be available for the Council's review at
tonight's Council meeting.
