RESOLVED.
WHEREAS, Kevin Mahaney of Bangor has been an active participant in
international sailing competitions since 1985, when he was named a
member of the U.S. sailing team; and
WHEREAS, Mr. Mahaney and two teammates participated in the 1992
Olympic Sailing Competition in Barcelona, Spain, capturing a silver
medal in the sailing class competition; and
WHEREAS, Mr. Mahaney, is currently ranked third in the World in the
IYRU match racing rankings; and
WHEREAS, Mr. Mahaney was recently named "Rolex Yachtsman of the
Year" by a panel of sailing journalists; and
WHEREAS, Mr. Mahaney has announced his entry into the 1995
America's Cup Competition; and
WHEREAS, these activities by Mr. Mahaney have brought and will
continue to bring great credit to his hometown of Bangor, Maine;
and
WHEREAS, the citizens of Bangor and the Bangor City Council look
forward to Mr. Mahaney's future s n the 1995 America's Cup
trials, and to his ultimate victorins defending the America's Cup
against foreign competition,
NOW, THEREFORE, be it RESOLVED, THAT the City Council of the City
of Bangor hereby commends Kevin Mahaney for his past achievements
in international sailing competitions; congratulates Mr. Mahaney o
being named Rolex Yachteman of the Year; and encourages Mr. Mahaney
in his pursuit of the 1995 America's Cup. We congratulate Mr.
Mahaney on his past successes and express our thanks for his
enhancement of the City of Bangor's reputation among sportsmen and
women everywhere.
WHRRBaS, the presence of a large number of tax-
exempt institutions and organisations in Bangor already increases
property taxes paid by non-exempt property owners by some 18
percent; and
WHEREAS/ as a result in part of the continually
increasing local property tax burden, the City of Bangor, over the
past five years, has experienced a steady increase in the number
and dollar amount of tax delinquencies, in hardship and other
abatement requests, and in the number of citizens applying for
reimbursement under the State's Maine Residents Property Tax
program;
WHEREAS, the constitutional policy of this State, as
expressed in Article 9, Sec. "21 of the State Constitution, is
directly contrary the State's expenditure of municipal tax revenues
to advance the State's legislative @ebb" programa;
WHEREAS, implementation of the State's legislative
programs by State expenditure of municipal tax revenues constitutes
a continuing injustice to Maine's municipalities and to the
majority of local taxpayers who are not specially benefitted by the
programs thus implemented;
NOW, THEREFORE, By the Banger City Council, be it
RESOLVED, THAT the City Council of the City of Bangor
hereby- calls upon the Maine Legislature to end the erosion of
municipal assessed values by State -funded instrumentalities as a
component of State housing policy, and to this end calls upon the
State Legislature to enact a bill .incorporating the following
provisions:
(1) amendment of 36 MRSA S 652 to eliminate the
exemption from municipal taxation of properties owned and leased
for ordinary residential purposes by benevolent and charitable
organizations and institutions;
(2) repeal of subchapter III of the Affordable
Housing partnership Act of 1989; in its entirety; and
(3) repeal or amendment of collateral provisions 30-
1 MRSA S 4971 at sen, dealing with preservation of federally -
assisted low and moderate income housing and 30-A MRSA S 5031 at
g , establishing a land acquisition program.
