Interest has developed in establishing a multi -recreation trail on the site of the old Veazie Railroad bed which begins in Penjajawoc Park (Essex Street Recreation Area) and terminates in Orono as well as establishing a wildlife refuge in some of':the bog area eajacent to the railroad bed. By Ow city CouaeH of da GYtY ofBanivr. - ORDERED, RESOLVED, TBnT WHEREAS, Interest has developed in the establishment of a wildlife refuge and recreation preserve in the Penjajawoc Park and Bog Area, WHEREAS, Interest has developed for the establishment of a - multi -recreational trail on the old Veaaie Railroad Bed, WHEREAS, FederAl£unds,are available for the development and maintenance of recreational trails on abandoned railroad beds, WHEREAS, The City of Bangor Comprehensive Plan addresses the need and desire to establish a formal forest Preserve to be kept in tact for future generations and to establish a wildlife refuge in some of the Bag area, WHEREAS, This would provide for a long-term relief element n the development of the City which would be a permanent Open space area between the commercial development n the Stillwater Avenue/Bangor Mall area and the residential development in the Essex Street Corridor, NOW, THEREFOR, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY of BANGOR, THAT, By passage of this resolve, the Bangor City Council endorses the continued efforts, of City staff to Pursue federal funding and to develop said area appropriately as herein stated. I Federal funding is available for the development and maintenance of abandoned railroad beds for public recreation tracts. Staff has attended several meetings with recreation and park officials from Orono and Old Town who are interested in having any future development of a tfail tie into their fisting trails. Theriault, Director of Parks 6 Recreation Subject: Penjajawoc Park and Continental Railroad Bed Date: January 19, 1993 The old Continental Railroad bed (vaazie Railroad) begins in Penjanawoc Park (Essex Street Recreation Area) and terminates in Orono. It has been used by anwmobilers since the Park opened in 1972 and, to some degree by trail bike enthusiasts. ' The Federal Government has funding available for the development and ms intenance of abandoned railroad beds for public recreationtrails. The Symms National Recreational Trails Act designates a much as $180 million over the :.next six years for improvements to the nation's trails system. This program will be administered by the State Bureau of Parks and Recreation. Additional Federal Funds are available through a program administered by the Maine Department of Transportation. To date staff and I have met twice with the Directors of Parks and Recreation in Old Town and Orono. Both communities presently have bicycle paths and are interested in having a future development tie into their facilities. Roland Perry has attended two seminars regarding federal funds for trails and has been doing some physical work in the Penjajawoc Bog area as well a making contact with individual landowners who own property ajacent to the railroad bed. Roland indicates that some of these property o are willing to donate property to the City if development of the trail occurs. 93-145 Roland and I have also had a meeting with representatives of the local snowmobile club, trail bike enthusiasts, property owners, and other interested individuals. At this point we are seeking City Council support to proceed further with this project and ask that the Municipal Operations Committee recommend City Council support and endorsement.
