By letter dated December 21, 1992, Daryl W. Modes, founder and
co-director of the Northern Conservatory of Music and the
Performing Arts, has asked the City Council to formally endorse The
Northern Conservatory's efforts to establish a 'Maine School for
the Performing Arts" in downtown Bangor. The proposed school would
combine a number of functions, including a State-wide performing
arts high school similar to the New York City high school for the
performing arts depicted in the television show 'Pass." The
attached Resolve would formally endorse the Northern Conservatory's
efforts to establish the proposed school.

RESOLVED.
WHEREAS, the Northern Conservatory of Music and the Performing Arte
is cnrently celebrating its tenth year of providing performing
arts training and education in downtown Bangor; and
WHEREAS, more than 60,000 students have received instruction or
have attended classes offered by The Northern Conservatory of Music
and the Performing Arta during its ten years of existence in
downtown Bangor; and
WHEREAS, the Northern Conservatory of Music and the Performing Arts
has proposed to greatly expand the range and scope of its
operations by establiehing a "Mine School for the Perf000ing Arts -
at a suitable location 1n downtown Bangor; and
WHEREAS, the continued presence and successful expansion of the
Northern Conservatory of Music and the Performing Arte in downtown
Bangor will provide a significant cultural and educational reasource
for citizens of the City of Bangor and the surrounding Penobscot
region,
NOW, THEREFORE, By the City Council of the City of Bangor, be it
RESOLVED, THAT the City Council of the City of Bangor hereby
strongly endorses and encourages efforts of the Northern
Conservatory to establish a "Mine School for the Performing Arts -
at a downtown Banger location; and be it further
RESOLVED, THAT the City Council hereby endorses the Northern
Conservatory's fund-raising efforts in support of the proposed
school; and encourages all private supporters of the performing
arts in Bangor to make liberal contributions in support of those
efforts; and be it further
ABSOLVED, THAT City of Bangor development staff are hereby directed
to assist the Northern Conservatory in identifying a suitable
location in downtown Bangor for the proposed school.

The directors and staff of the Northern Conservatory of Music
and the Performing Arts respectfully ask that you review and then
publicly endorse an idea for the forming and development of the
°Maine School for the Performing Arts", to be located in downtown
Bangor.
Your endorsement could become the foundation on which a
campaign for fuming such a project would begin, as well as an
impetus for developing downtown Bangor as a center for increased
coumusity involvement.
Here is a summary of key points in our proposal:
The school would be housed in the downtown azee through
acquisition am renovation of one of a number of possible sites.
The school would be a not -fox -profit organization operating
under the corporate name,' ne Maine School for the Performing Arts'.
The Maine School for the Performing Arts would consist of
three autonomous schools as follows:
I. a school of music (the Northern Conservatory of Music wand
the Performing Arts)
2. a school of dance
3. a school of theatre arts
Each school would operate independently of the other while sharing
equally in costs of overhead for the building and then combining
forces for the purpose of performances (i.e. the Bangor Opera House
as a Performance location).
As an important adjunct to the school, a high school for the
performing arts would provide students from around the state the
Opportunity to earn a diploma while concentrating on specific
performing arts areas.

emphasis on family as the central issue in education, but on values
that exemplify the _acceptance of everyene regardless of their
status.'

we feel such a school is realistic under the following conditions:
1. Schools with established raPutatlons and clientele would be
included under the corporate umbrella respectfully.
2. Enough funding would be secured such that the three schools
could operate free from debt arevice.
3. The Maine School for the performing Arts would be granted
couplete exemption floe Bengal Pxopetty tax.
4. The school would operate year round.
In more specific terms, we kindly ask the Bangor City Council
to help us in the following ways: -
1. Make suggestions and reconaendations as to an appropriate
site.
2. Make suggestions as to people who may want to take an
active role in obtaining funding.
3. oY the utmost importance, we need the Council to publicly
endorse this idea at an upcoming city council meeting, i.e. the
second meeting in gumwxy or the filet mending in pabruary. our
intention is to invite the news media to this meeting for the
express purpose of asking guaations and than reporting, in detail,
our proposal.
You should know that we will be asking Senators Cohen and
Mitchell, Coa2resewomen Sawe and others for their eadorsements as
well.
