Bangor bas received $85,170 in forfeited money from the U. B. '
Drug Enforcement Agency.
This money must be used to entrance the Police Departmaet's drug
enforcement activities. Temoney seemed be used to fund items in the
current budget. The Police Department recoramends using it for redia
communications, crime scene
vehicle, building entry shields, vehicle
modifications add dispatch equipment.

RE: Use of money managed through U.S. Ding Enfomement Agency
The Bangor Police Department recently received a check tones the U.S. Dong Enforcement
Agency for $85,170. This money was found at Bangor International Airport by a Calla Airlines Employee
and tamed over to the Bangor Police Department. The money was determined by the U.S. Drug
Enforcement Agency to have been used in a dreg transaction and subsequently fodeueri to this
department.

Pool W receiving this money we agreed to a request made by the U.S. Drug Enforcement
Agency to provide a reward to the person who found the money. If we had rest agreed We U.S.D.E.A.
would have reduced our check by $3,000 and they would have presented it to the person who found the
money.
I fell it wes appropriane for us to present the reward money to this person as they had originally
turned the money Into the Bangor Police Department.
The person who found the money does not want a public presentation made aM does not went
his name to become public as he fears retribution from whenever We money originally belonged W. His
name could he revealed to you and the Council In a non-public document
Improved Radio communications - $40,000 to $9,OOD
no Police department cwrently has 18 mobile radios and 43 portat a radius. Some of this
equipment dates back to 1976 and Is In very poor condition. It is consiently being sent to the repair
facility. Our communication system is very basic and has no secure means of transmitting messages or
monitoring "a Is currently tramsmlilhlg.
To improve our radio communictiions we would like to upgrade our equipment In the following
• Replace len mobile and twenty portable radios.
• Equip all new radios with devices which would Indicate wi icfi makes were currently
irensmiging. This would help eliminate unnecessary chatter n me radios. This also allows
us to track any lost or stolen radios.
< Equip all new Parts Mae with devices which will send our emergency signals when an omcer
Is In trouble. This device helps us to erste the officer and does not require the officerto
transmit a voice message.
• Equip all new portable retire with devices which would allow our communications to be
mcoded. This would provide us with secure communications to prevent criminals from
onitoring our activity.
• Equip so portable radios with keypads which would allow those podabk radios to be used as
cellular telephones far meal cans only. This feature would use our transmitter and we would
not have to pay for air time.
Crime Scene vehicle -$x5,000 to $30,000
Comedy the police department does not have a vehicle which contains all the necessary
equipment for investigating come scenes. This is a severe problem which requires that we assign several
police cruisers to transport equipment to any scene. The colice crolsers do not have enough room in
them to carry lame Hems, process evidence or proves a Oat working surface. The problems are greatly
compounded during inclement weather.
To help alleviate these problems we wound like to purchase a step van which would Me equipped
with evidence processing kits, generator, worktables, communications, declines laboratory, dark room,
etc.
Tits is a piece of equipment that is very chical to the continued success or our detective
division. This equipment would help cm down on investigation time and provide Mager evidence
collection and Handling.
Building Entry Shields 8 Lighting -$4,000 to $5,000
The Bangor Police Department Special Response Teem is a group of eight police officers who
have been owned by the FBI Hostage Rescue Team. They have been specially trained and equipped to
handle hostage, terrorist and barricaded persons situations. This team is very important to the safety of
this City and may help to prevent situations like the Rmhiln Hagerty incident In Jackman, Maine.
During FBI paining this fall the FBI instructor pointed out that the officers were very well iminec
and competent for sun a new team. He also pointed out that they were missing two vital pieces of.,.
equipment. One was building entry shields and the other was high powered building entry lights.
Theodolite are designed to be canned by the first person to enter WiNOq during a search. It Is
cansbucted of f eterial Nat will stop high pvnxred doe bullets. It would also allow an officer to remove a
wounder person even while being shot st. Two shields are requite to provide proper coverage.
The building entry lights are very high candlepower lights that illuminate moms being searched
as R there were exposed to the noontime sun. They elm disorient the suspect and give the SR Team
members a better opportunity to capture Me suspect.
Unmarked Vehicle Modifications -8600
Patrol officers who work in the Bangor Mall area and other shopping areas occasionally wine
am" vehicle burglaries and drug deals that are in progress'. These officers often complain that they
could catch more criminals it they had unmarked vehicles.
The police department currently has eleven marked police cruisers but the only unmarked
misers are detective vehicles Much are not suitable for patrol. We plan to take one of the marked
vehicles and equip it for parol use an that me necessary equipment is not early detected.
Printer in Dispatch -$100
The police dispstcb center is an area where a great deal of activity takes place. Emergency 911
calls, radio transmissions and teletype communications am constantly taking place. This is me center of
police operations.
The poster In the dispatch center has walled well he several yeah but we constantly receive
complaints about the noise Me pointer makes. Dlspalchen get headaches from themotse and police
officers complain that it often drowns out the dispatchers voice when they use the radio.
In me last two months printers have becme available that reduce the noise to approximately 48
decibels. This Is about the level or noise made by someone shuffling paper. The old printer Is aboul ]6
decibels. This means that the old printer a about 8 times butler than the newer pointer.
Summary
The Ave areas listed above forthe dam of the fortetlm mangy erethe resuftof a great deal of
study and thought. NII of the police personnel were asked for suggestions. Their suggestions were
discussed by the police management and commanding officers. The items listed in this aocumemwere
the ones thatwe reltwere most needed at thistime.
