Item/Subject: Order Approving a DFAS Development Program and
Submitting the Program to the State of Maine

Commentary:
Legislation passed at last October's special session of the Maine
Legislature approved a financing mechanism should a Maine community be
selected to host a DFAS center. The legislation called for a DFAS
development program to be approved locally, after a public hearing,
and submitted to the State for final approval by the State
Legislature.
As specified for in the legislation, the DIM development program
consists of a description of the project, a financial plan which
identifies project costs and revenues resulting from the DFAS project
and other items which will describe the DFAS Financing Program.
During Monday's hearing, staff will present a detailed review of
the DFAS Development Program.

TUT WHEREAS, in October 1992, the Maine Legislature passed
legislation establishing a financing mechanism for any Maine
community selected to host a Department of Defense Finance and
Accounting Service (DFAS) facility; and
WIiERRAS, the legislation, 30-A M.R.S.A. Chapter 208,
requires a local public hearing and local approval of such a
program; and
WHEREAS, a local public hearing has been advertised and
held; and
WHEREAS, timely local and State approval of a DIM
Development Program is integral to the a of the City of
Bangor's proposal to host a DFM facility; cand

requirements of the enabling legislation and is in the beet
interests of the City of Bangor and its citizens,
THEREFORE, BB IT ORDERED TEAT the City Manager be
authorized and directed to submit the WAS Development Program to
the State of Maine.
