No one spoke either in favor of or in opposition to the proposed amendment. The Planning Board voted 5 to 0 in favor of a motion to recommend to the City council that the zoning amendment contained in C.O. F93-89 be approved.. Regardless of the Maximum District Height Limitfor buildings in the Industry and Service District in Article 20 Of this Ordinance, any building containing in excess of 250,000 square feet of floor area may add ten (10) feet to its height in excess of the Maximum District Height for each 100,000 square feet of gross floor area in cess of 250,000 square feet of gross floor area. PUBLIC HEARING Item No. 3: Amending Chapter VIII, Article 9, Section 4 - Height Exception for Large Scale Buildings - City of Bangor - C.O. Y 93-89. a. The Industry and Service District presently has a height limit of 50 feet which is similar to that of many other zoning districts, particularly, those in the developing area. However, there are zoning district which have no height limit at all and are only governed by floor area ratio such as the I s S District's counterpart in the devel- oped area -- the Urban Industry District which has no height limit and a floor area ration of 1.0. The other district without a height limit is the downtown development district (also in the built-up area) which has a floor area ratio of 4.0 but no height limit. b. The need for additional height either relates to the loca- tion which the building development takes place orspecific building types such as churches in G A ISD, etc. The 50 foot height limit in the Industry and Service District will take care of most cases and keep building bulk and height in these high quality business park areas compatible from one site to the next. However, occasionally there may be need for some variation from the maximum height limit to ac date some flexibility in proportioning extremely largebuild- ings. (Most buildings built in the City of Bangor In the various commercial industrial areas contain less than 150,000 sq. ft.) It has come to light with the proposal to build a 760,000 sq. ft. building in the I S S District that the 50 foot height limit might well be an unnecessary re- striction and might, in fact, lead to buildings which e not of gracious proportions. The proposed amendment cone are in this Council Ordinance ties an exception to the maximum district height requirement to the floor a of the n building. My building i s of 250,000 sq. ft. of r gross floor area is to he looked upon as a "large scale building" and for each 100,000 sq. ft. of gross floor in excess of 250,000, the Ordinance would allow an additional 10 feet of height beyond.that prescribed by the district regulations. Allowing this kind of variation on a site which would have to have extensive grounds for parking and landscaping, etc. would not infringe upon adjacent site development and there- fore, would not present a problem in the I A S District. Also, the amendment specifically prohibits any violation of other height restrictions such as those related to Airport operation air space. c. staff would recommend that the Planning Board recommend the proposed zoning amendment to the City Council.
