HomeMy WebLinkAbout2010-04-14 Airport Committee Minutes Meeting Agenda City of Bangor Airport Committee Meeting City Council Chambers rd 3 Floor April 14, 2010 4:00 The following City councilors were in attendance: Gerry Palmer, Pat Blanchette, and Hal Wheeler. The following City staff was also in attendance, Rebecca Hupp and Risteen Masters. Councilor Palmer opened the meeting. Agenda: 1. Enterprise off Airport Lease Agreement. Airport Director Rebecca Hupp explained that the off Airport rental that we collect a percentage of the rentals car delivered to the Airport and that the new lease needs approval. Discussion/Questions: Council Wheeler asked if there is a fee for cars to deliver to rental customers. The motion was made by Councilor Wheeler and seconded by Councilor Blanchette. 2. State Fire Marshall Lease Agreement. Airport Director Rebecca Hupp explained that it is an existing lease with the State of Maine; she wants to extend the lease terms-no increase during this term. Monthly rate of $92. Discussion/Questions: Councilor Blanchette asked if we heat this, Rebecca responded-yes we do and the cost is included. Councilor Blanchette what do they keep there? Rebecca responded-a hazmat trailer. Councilor Blanchette asked why here and not fire station #6? Rebecca responded-not sure why stationed here and not at Fire Station. Councilor Blanchette asked if this is used on the Airport and Rebecca responded no, it is used off of the Airport. The motion was made by Councilor Wheeler and seconded by Councilor Blanchette. 3. Airport Marketing and Public Relations Update. Risteen Masters discussed the Airline Industry Outlook- Slot swap request-it is delayed for time being, th we don’t know what the impact will be. April 6-JFK are now LGA served by both Delta and US Airway. Summer air fare to increase by 10-12% due to decrease in capacity. Route changes with Delta, summer services back to DCA, Air Service Development conference in June. Risteen also commented on the Air Service Development Incentive Program Review and Update- Program if someone upgrades equipment from Turbo to Jet, New route, Low cost carrier, and service addition. This has not been upgraded for a couple of years. She is working on it and will be ready in a couple of weeks. Rebecca stated that is there anything we can do to bring a low cost carrier to Bangor with the next 3-5 years with an incentive program? Rebecca commented that it will be competing against other Airports that we will be looking at the costs and the success of the service. We also will be marketing and promoting the new service. Discussions/Questions: Councilor Blanchette asked what type of deal you are talking about. Rebecca responded that there is potential but have to be careful with the existing airlines that are here. The new carrier has to be successful with the route and pax. Councilor Blanchette thinks we need to be more aggressive with the airlines. Councilor Wheeler commented that the Airlines are in business to make a profit is in support of any type of program or incentive for Airlines. Rebecca stated that she will draft an Air Service Incentive program up to a certain dollar amount that would go before the committee then Council. Rebecca will get a policy together; right now the Councilors are wrapped in budget. Ask how long before a rough draft to be put together, and then they can get the whole Council to go to the Committee meeting. Hupp responded, we can do a pre-council workshop beforehand. Councilor Blanchette responded, st sometime after July 1. Rebecca said she would redraft the original agreement to a policy have it ready in July. Risteen commented on Trade Show and Business Development Activities/Events she indicated about the upcoming events-European trip, Ground Handling conference, and Jumpstart which we have appointments with different airlines, these are a few of the events through middle of June. Plus local ones, business to business. Discussion/Questions: Councilor Wheeler asked about when attending trade shows how often you run into potential customers/clients that know we exist. Risteen responded for the most part people of heard of us, but not aware of the scope of our service. Risteen responded that we have good word of mouth out in the public and that Discover New England we have been attending for years and this is the first year that Bangor International was asked and had four appointments! Risteen also commented about the Cargo rd operation on May 3the Gumball 3000, International Road Rally. We will have three 747’s for the cargo th due in around midnight. The drivers will come in May 4. We will have about 90 automobiles and approximately 200 high profile people. The trip will be from London to Stockholm then fly here then drive to Boston, then to Quebec, Toronto then to New York for a total of 3000 miles. Councilor Blanchette asked about publicity for this event. Risteen commented that she has asked about media and about filming this event and she is awaiting response from them. Risteen discussed the Passenger Statistics we were down a bit for the month of March 5.8% but up for the year by .8% with 78,692 passenger from the beginning of the year. Increase with Allegiant by 66%, U.S. Air is up and Delta is down. Because they have consolidated with their flights with Northwest. They will be adding Detroit flights in June. Councilor Wheeler asked about the extent of reduction in service is contributing for Allegiant and US Air. Risteen responded, with seats not available on Delta they have switched to US Airways and those going to Florida have switched over to Allegiant Air. Rebecca explained that the Flight Information Display System Maintenance Contract-Alpine Systems- (Fids) Annual maintenance contact needs renewal for $1400 just asking to continue the contract. The motion was made to approve by Councilor Wheeler and seconded by Councilor Blanchette. Councilor Wheeler asked about the Foreign Trade Zone. Rebecca responded that it is not active at this time, there are no changes. Councilor Palmer indicated that at a future meeting he would like to discuss the Jet Fuel program, more about cargo numbers and about any flights from Bangor to Cuba. Councilor Blanchette commented about the bridge repair on interstate 95 on Ohio street for detour signs to get to the Airport, so no one misses a flight. The meeting adjourned.
