The following City Countilors were in attendance:Charlie Longo, Pat Blanchette, Ben Sprague,Susan
Wawes, and Joseph Baldacci.The following City staff was also in attendance,Airport Director,Anthony
Caruso. Councilor Lango opened the meet€ng.
Agenda:
1. Accept and appropriate AIP Grant#55:Airport Master�lan Update
Airpor�Director Carus�indicated to the Committee that the Airport is requesting autharizatian
to accept and appropriate a grant#rom the federal A�iation Administratian (FAA) in the amaunt
of$175,a37 under the Airport Impro�ement Plan (AIP) program, Grant#56 for an Airport master
Plan update. �he previous Airport master Plan update for BGR was completed in ZQ02,and
prior to that the Plan was updated in 199Q. An airport master plan is a comprehensi�e st�dy of
an airport and will typically describe short, medi�am and �ong term de�elopment plans to meet
future a�iation dernand. A master plan wil[assist in pro�iding a good approach to the planning
process, with an emphasis on goal setting, pro�er eor�struc�ion planning,guidance for
complian�e with en�ironmentak requirements,and helps to address some se�urity issues. This
project is included in BGR's FAA appro�ed fi�e-year Capital Impro�ement Plan (CIP). This grant
will fund 909'0 of the projett with the additional 14%coming from the airport. The Airport
respectfully submits this request for Airport Corr�rrtii#tee re�iew and r�commends approval.

2. Passenger Statistics for September Z012
Airport Director Caruso indicated that for this month the numbers were down. We are in the line
with other airpvrts with the n�mbers. Our load factor is strong. The tatal mont�+ly was down by .54�0
and yearto date was down by 1.95�.
Questions/Corrtments
Councilor Blanchette discussed the �rice of fuel and that people are just nat tra�eling as much as they
used ta.
Cauncilor Hawes asked if ather regional airlines are interested into coming to our airport. Airport
Directar Caruso respvnded that other airlines are on aur radar scope. We are cor�tinuing to market the
airport and peopie are interested but there is nothing at this point.
3. Susiness De�elopment

a. Boyd Group lnternational conference
Marketing Director Bahr attending this conference.At the annuaf 8oyd canference there were
presentations by all of the aircraft manufacturers, legacy airlines,the 1�CC's, regianal airlines,Experts in
fuel,and of course, Milce Boyd. This year's forecast highlights included the ongoing discussion about the
regianalization of airports,continued slow grawth in passenger traffic, and#he continuing volatility of
fuei. China is on schedule to bu�ld 14U airports and rehab another 43 airports in the nex�#our years. Air
targo to and frorr�the emerging markets is the only bright spot in the air cargo discussians. This
rrteeting gi�es us the opportunity ta meet and talk with airfine staff and other industry professionals
abaut the future af the industry and to help us formulate strategies fflr new service and insights to
maintain current servic�. -
b. Routes 2012
Marketing Director Bahr and Ramp Manager Kipler attended this con�erence. This is a tradeshaw and
airline appaintment meeting. This year BGR had 11 meetings. Meetings consist of a 20 minute
opportunity for BG�i to present ta cargo and passenger airline executi�es the reasons they should use vr
bring passenger service to BGR. The meetings with carga airlines were positi�e. Discussions with the
passenger service airlines invol�ed propasals for service to Boston, CharEotte,Chicago, and New York for
scheduled service. We had one discussion with a charter carrier about service in the winter to sunny
destinations tha#would be in demand by BGR customers. O�erall the discussions were pasitive and will
be ongaing.
c. Air Cargo Forum 2012
Airport Director Caruso and ramp training Coardinatar, Fiaover attended this conference. This is a
conference dedicaCed to the air cargo industry.Top decisian makers in the internati�nal air cargo and
logistics industry were in attendan�e. At this year's event there were over 200 exhibitors representing
3S different countries. During this e�ent, airport staff managed to meet with Atlas Air, Rusian/Volga
Dnper, PolarAir Cargo, UPS, FedEx, PoleC Carga,global Aviation, evergreen Airlines, Cargolux and
National Air Ca�go.
4. Update on constructior� proj�cts
a. Airfield lighting
As part af o�r Airpart Improvement process the Airport identified the Airfield lighteci signage as an area
of improvement and upgrade. The c�rrent signage and concrete bases were o�er 24 years ald and the
bases had severe cracicing. The Airport decided this was a good apportunity to make some energy
efficiency improvements as well. With just over 80 signs at�he Airport#F�e FAA appro�ed the
replacement of 65. The new design was ane of a curved surface with increased strength fram jet blast
and snow remo�al. 7he bigges� impro�ement in the new signs was that they were Led and wauld help
in our energy reduction. The new signs f�ave greatly impro�ed visibility and illumination around the
airfield. This project was complete the first w��k in August.
b. General A�iatian ramp rehab
One of the majar summer projects at the Airport has been the reconstruction of the general A�iation
Apron. Atcording to our records the GA Apron has not had any major canstructian since the 1960's.

The$5.4 rnillion dollar AIP project consists a#a few major impro�ements such as four new hard stands
for parking 737's,four new oil water separators which will pro�ide cleaner water to the storm water
system, new fuel truck parking in front o#th�GA terminal anti in genera!gi�e a much betCer appearance.
Ta date new asphalt is no being laid as the praject shoufd cvme to completion during the middle of
Navember. Once the praject is completed this will gi�e the Airport much more fiexibility with the GA
Ramp being able to handle larger aircraft than e�er before akong with the parking of aircraft and ahility
to handle mare aircraft in the e�ent af a large diversion.

Cduncilor Baldacci asked a�out any interiar terminal changes being done to the GA Building.Airport
Director Caruso responded that just the parking and no interior at this point. We mentioned that ai�out
4-5 years aga we did some interior work on the building.
