The following City Councilor5 were in attendance: CharEie Longo, Nelson Durgin, Pat Blanchette,Joseph
Baldacci,James Gallant, GeofFrey Gratwick, Carey Westan,and Ben Sprague.The foltowing City staff was
also in attendance;Airport Director,Anthony Caruso and Risteen Bahr, Marke'ting Manager. Councifor
Longo apened the meeting.
Agenda:
1. Passenger Statistics for July 2�1�
Airport pirec#�r Caruso indicated that#he numbers forJuly were �p. We are in a positive trend.
7he tatal monthly passengers were down fay 4%ancf the were up by 14%for the year to date
passenger. Our load factor was up, allegiant was up by 94�0, Delta was up by 82%and US Air
was up by 5690. We still have strong demand.
Questions/Comments:
Councilor Baldacci indicated that we were down about 2�OQ an Allegiant and questioned why.
Airport directar Car�sa indicated that we were down betause of Alfegiant's reduction of flights.
Councilor Durgir�asked if the Allegiartt Air flt to FLL was going to be reinstatecf, Airport Qirector
indicated not at this point. Councilar burgin asked if the Grant we have can be used on a flight
ta FLL since Allegiant Air is nat doing it. Airpart birecfor Caruso indicated that the grant was not
for this but indicater!that it is marked for a specific marfcet. We da have anather year for this
grant.
2. A'trport satellite/overflow parking lot project
Art Morgan, F3irector of Pubfic Service and Parke Clemons, Republic Parking General Manager joir�ed
in t�e meeting. QvertF�e pas#few mont�s, airport and city stafFand Republic Parking personnel
ha�e been reviewing parking informatian and discussing options to determine the best course af
actian to rrEeet the additional demand experienced at Bangar Internationaf Airport (BGR). As recent
€igures illustrate, parking dernand has exceeded capacity during the peak demand period from
February through April. It is interesting ta note that demand does increase significantly d�ring the
Holiday tra�e!season of No�ember and December. This period must be cont9nuausly manitared. It
is cleared that we have a real ar�d 5ubstantial need for additional parking space. Based vn recent
infarmation pro�ided by Parlce Clemons, Republic Parking General Manager,the airport requires
additional parking to accommodate 500+vehicles during this peafc demand period. The airport afsa
conducted a �Oarking in�entory projection based on historic parking figures and projectians based on
a modest 3�O GR�WTN,A 10�o average growth, anc! a 2090+high growth. E�en with a modest
growth projectian,the figures support the need for at Eeast 5�Q additional parfcing spaces to meet
the peak demand. Given the constraints loca#ed near the airport complex,there is limited or no
sufficient area within t�e boundary of the existing parking lots to expand.O�er the last two years,

the airpor# provided the employee/tenant parking lot to use as an overflow parking fot.
Unfortunately,this lo�only offers 140 spaces and farces employees and tenants to re[ocate to
inadequate and multiple parking areas. During the last two years, customers were f�rced to park
along Godfrey Boule�ard as parking space was full. During these winter months,this creates a real
safety hazard. After much consideration and discussion with airpart, City(Engineering, Planning and
Code Enfarcement)and Republic s�afF, it was determined that th� best site for a temporary satellite
ar overflow parking lot is located on the west side of Godfrey boule�ard. It has been determined
that there are code requirements and permitted uses that go�ern the utilizatian of this area.
Utilization of�his lot witl require a miffing and o�erEay of pa�ing to repair holes and cracking. The
pa�ing for this�roject has been included on the City paving contract. This parking lot will involve
bidding o�t other partions of this project, such as fencing, fighting/electrical,signage, and �ay
equipment. Some will be completed 6y public Works and the airport. The airport will market this
tot as a satell�te/overflow parking lat and pro�ide shuttle service, or daar-to-door ser�ice to/from
the c�stomer's vehiele and the airport t�rminal. Republic Parking will provide the shuttle service as
door-to-door service. The airport respectfully submits this for your consideration and recommends
your appro�al to proceed with this praject.
Questions/Cpmrr�ents
Councilor Gallant asfced why just Republic is invol�ed,Airport Director Caruso responded�hat we ha�e
been with Republic since 1996, and we ha�e a contract with them till the end of next year. Gallant afso
commented tha�the interiar af the Airport needs some interior work. Councilor Weston questianed
about a shelter for the passengers and what is the cost for the shuttle. Airport Caruso responded that
the eustomers wou�d stay in their vehicle unti9 the shuttle comes and this fot is only for the o�erflow
w�iCh is approx�rnately 13 weeks a year. Councilor Durgin commented that tf�is is�ust a band aid and
we need ta have more careful analysis. Councilor Gatwick asked why do we need to pave the surface
and are there any otF�er al#ernati�es?Caruso responded that if we had muEtiple lots,that would be more
confusing for the cu5tomers, and we woufd have to have multiple ag�eements. And the lot does not
need total paving,just portions o#tE�e fot. Councifor Blanchette asked about the Airport Mall parking
lots. She commented that the lots could be rented for short�errri and we should consider this.
Councilor Galiant suggested that we sti[I have time to table this item and we should laok at other
alterati�e. He added that they need more information and ta review it next meeting.
