The following City Cfluncilars were in attendance: Chariie Longo, Nelsan Durgin, Pat BEanchette,Joseph
Baidacci and lames Gallant. The follawir�g City staff was also ir�attendance, Airport Director,Anthony
Caruso and Risteen Bahr, Marketing Manager. Councilor Longo opened the meeting.
Agenda:
1. Contracts/Leases
a. Maine Department of Public Safety-lease renewai-I� December af Z006,tfi�e Bangor City Councif
appro�ed a [ease agreement between the City of Bangor and the 5tate's Department of Pubfic
5afety affice for storage space for a response and crirr�inal in�estigation�ehicle: The Airport was
recently co�tacted by t�e Department of Public Safety requesting ta extend the lease far a two
year term thraugh�ctober 2014. Given�ery difficult 5tate f�udget constraints,their office
requested no increase to the current lease rate. Attached is an amendment between the City of
Bangor and the Depar�ment of Public Safety, Criminai In�estigation office to renew the lease
agreement for a portian of the building located at 464 Montana A�e. The City's legal
Department has re�iewed and approved the amendment. The Airport respectfulfy submits this
amendment for Airport Cammittee re�iew and recornmends approval.
Durgin made the motion and Gallant seconded.
b. Ftrel Supply agreement-amendment Since September 2409, Irving Qil Terminals Inc has been the
primary supplier ofJet Fuel to the Bangor International Airport customers, including direct
customers as well as the FBO fuel s��plier,Warld Fuel Services.The airport operates the FBO
and in 20Q9 made the deeision to keep World Fuel Services as t�e FBO supplier in order to
continue operating with the Exxon fuel brand, as tf�ey were the sole distri�c�tor for Exxon
aviation fuel. This agreemen� is dve to expire in July of this year. Irving Dil has proposed
amending the fuel suppfy agreement to inc�ude the direct supply af Jet fuel to the Airport FB�.
Since Er�ing currently supplies the Jet fuef that the Airpart purchases from World Fuel Services,
there would be no change in the deli�ery ancE quality of the fuel. In addition to the supply and
costs associa#ed with the Jet fuel, it is important that Airport staff have a positi�e refationship
with the Airport fuel supplier. Not onfy has Irvir�g shown o�er the past three years to be very
reliable with their deli�ery and price competiti�e,they ha�e I�een a positive partner with
establis�ing new business, pramoting the Bangor location and partitipating in e�ents sucf�as the
annual Customer Forum. 6ased on the supply performance,cost competiti�eness and overall
partnership performan�e,we recommend that the Irving fuei supply agreement be amended to
include direct supply to the FBO operatians.
Gallant made the motion and Durgin seconded.
c. FBO Service brand recommendation-Tony recommEnded that we remain the same as we are
naw. BGR will rerr�ain an fnde�endent Dealer but will continue to review branding aptior�s.

d. Fuel Supply agreement renewal-Since September 20D9, Ervfng Oil Terminals has been the
primary st�pp�ier o�Jet fuel ta t�e Bangar International Airport customers,wiCh the initial three
year term o#the agreement due to expire on August 31, 2012. The supply agreement allpws for
the autvmatic rer�ewal for up to three�3)successive three (3)year terms. Throughout the ir�itial
3 year term, Irving OiI f�as been a positive partner for Jet fuel supply to the Airport. They ha�e
been�ery reliabfe with supplying the Airpart, even modifying delivery methods tirvhen the supply
chain was interrupted. TFte airport staff has de�eloped a very pasiti�e and praducti�e
relationship with the Ir�i�tg personne!and is very corrrfortable recommending we tontinue the
fuel supply agreement fo�the firsfi�hree (3)year renewal term.

2. Busin�ss Deve�opment
a. ACI-NA Jumpstart-air{ine meetings-During the week of June 4 through $, 2012, Bangor
International Airpart participated in the annual ACI-NAJumpstart Air Service Qevel�pment
pragram. This annual program is the industry's premier airport-airline marketing event,
ACI-�IA's Jumpstart Air Service Development Pragrarr� is a "speecf dating" designed to bring
airparts and airlir�es together for dedicatecf,one-to-ane meetings. This year, BGR had t�e
opportunity to meet with se�eral airlines, as weil as attend some�aluable seminars.We had
six appointments. We still ha�e ongoing interest�rom United from Chicago, Bostan service,
Charlotte, and Midway. We also had an offline appointment with Delta.
Questians/Comments
Cvuncilor Longo asked about the Smail Community Air Service De�elopment Grant if we don't use it by
the expiration date what happens. Caruso respo�ded that we can fiile for an ex�ension i�we ha�e no
commitment.
3. Industry update/o�er�iew
a. Passenger statistics for May 2012-The r�umbers for May we were up. Allegiant was up by 85%,
�elta was up by 92%and USE was up by 73%. Ti�e load factors were all up. Overall May was up
by�1.4%.
4. Presentation by Mike Boyd, President of the Boyd Group International.-See attached power point
presentatian.
