The foAowing City staff was also in attendance, Interim Airport Director,Anthony Caruso and Risteen Bahr, Mariceting Manager. Cathy Canlow,City Manager wa5 also in attendance.Councilor Longo opened the meeting. Agenda: 1. Industry Update/Over�iew a. Passenger Statistics for the month of February 201�was up by 31.2%and Y�D 23.7%. Far the month of March it was up by 19.5%and YTD up by 22%. Airport Interim Director Anthony Caruso att�ibuted this increase ta the increased ciemand duri�g this peak season,#he new flight to floriria and the flFghts to DC. The traffic remains strong. �ony indicated that we do ha�e concerns with the fuel increase and the airline�have also increased the fares ha�e also increased several times thus far this year. A�so, some of the airlines have cut back on the capacity. Questions/Commertts Cauntilor Blanchette tommented that this was gr�at news and a good indication that the next cau�le of years shouEd be good too. She was�ery pleased with the figures. 2. Business Development Acti�ities a. Networks 2�12- In March, BGR participated in iVetwork USA, an a+r serv'rce development confierence. We had 30 mir�utes ta present our case to each airline. BGR presented proposals for scheduled service to Atlanta, Baltimore, BD5tfli1, Charlotte, Chicaga, and JFK. We also had the opportunity to discuss BGR as a location for seasonaf chartered service to Las Vegas and t�e UK with a charter airline campany. We offereci our air service incenti�e prograrn and vur Small Cammunity Air 5ervice De�elapment grant as appropriate to the airlines. While none of the aiclines ga�e us a definite yes, neither did any airline say that they were absoiutely not interested in Bangor. �ur strong passenger growth was a positive selling pint along with our strong Canadian traffic numbers. We will continue ta keep the discussions open for future opportunities and pro�iding more infiarmation as it becomes a�ailable. Questipns/Cornments Councilor Bianchette asked if there any plans for Mike Boyd to tome with some in#orma#ion. She would like to see a complete workshap for all the Councilors. Carusa responded that Ms Bahr has contaGted Mifce Boyd and th�y ha�e been discussing se�eral dates for thEs meeting.We anticipate scheduling th9s meeting during the June Airport Committee meeting and inviting all City Councilors to attend. ' � + b. AAAE/ACI-NA Legislative Canference-Ort March 14-15tfi,Tany attended the annual AAAE/ACI-NA legislative canference. This conference pro�ides airports with the opportunity�o re�iew and discuss airport and a�iatian }�riorities for tfi�e second session of the 112th Congress. The AAAE/AGI-NA Washington Legislative Conference provi�es airport executi�es and operatars the opportunity ta discuss critical airport issues in today's political environment. �ne of the maj�r to�ics discussed was related to the r�cent requirement by the Department of 1"ransportation {ppT)for airports to de�elop Tarmac Delay Contingency Plans. Tony was asiced to present and ser►re on a panel for discussion of the tarmac delay plan. Bangor International Air�ort 9s seen in the industry as ha�ing expertise in the handling af aircraft di�ersions. c. Airport graund �andling 9nitiatives conference-On March 31-April 2, 2012,7ony attended the .annual ground Handling Initiatives conference. This tonference provides discussian and recommendations to airports to support and establish operational standards for non-hub air�orts to provide their own ground handling services. The topics included discussions and presentatio�s to on how,through such services, airports can impro�e customer service, reduce ground handling costs and imprave operational efficiencies in order to retain andf or attract air service. Tany was asked to present and serve on a panel for discussion among airport5 that da provide the ground handling service for airlines. Bangor lnternational is seen ir�the industry as having expertise in performing the ground handling for air{ines. Questions/Comr►�tents None 3. Airport's Advertising&Marketing Plan presentation ant�o�errriew Risteen indicaCed that we will present�his at the next meeting. Sh�indicated that the campaign wii� be "warmer place calling you". Questions/Comments lVone 4. Airpart Committee meeting sched�sle:discussion: During the March 5, 2012 Airport Committee meeting,the Committee members requested further discussion on the possibility of adyusting this Committee's scheduie. Currently,the Airport Carr�mittee is scheduied to meet on the first Manday of eacF� month immediately follawing the �inance Committee. Tony indicated that he has three suggestions. One was stay with the way it is now,the first Monday of each month following the Finance Commi#tee. The second was on eiCher the second or fourth Tuesday of each manth following tfi�e Go�ernr�ent�peratior�s Meeting. The final option was to hold the meeting on the second Wednesday of each maroth. Questions/Comments ` Councilor Blanchette indicated that the Tuesday fa!lawing Gv�ernment Operations work best for her. Councilor Longa agreed. Councilor Longo and Caruso discussed that they wiil hoid the next Airpart Committee meeting on the 4th Tuesday af the month fallowing the Government Operatians meeting as a trial run. Ti�ey wiil then discuss if this works for the rest af the Committee. 5. Contracts/leases: a. SST Aero lease renewal: Airport Interim Director, Caruso, indica#ed that as the Cammittee is well aware,SST Aero Services, owned by Telford Allen, has been a�alua6le tenant of Bangor fnterna#ipnal Airport since 2009. 55T Aero is an aircraft and engine leasi�g company. Appro�ing this lease agreement will strengthen our partnership and enhance aur r�iationship with this company. �his iease agreerr�ent has been reviewed and appraved by City Legal. The Airport respectfully submits this amendment for AirpQrt Committee re�iew and recommends appro�al by full City Council. b. T-3 Lease renewal:Airport interim Director, Caruso, indicated that this agreement autlines a one (1)year term,with two ane year extensions,for the lease af hangar space in builcling 123(also known as the Carporate hanger facitity). 7he turrent lease is due ta expire thi5 year and both Parties are intere5ted in having T-3 Leasing remain as a tenant. The terms and conditions of the lease remain unchanged with the exception of an ar�nuai rate increase. The new iease rate reflects a modest 3%increase each year. As the Committee �s well aware,T-3 Leasing, owned by Telford Al[en, has been a valuable tenant af Bangor International Airport since 2009. T-3 Leasit�g is an aircraft management and leasing Cornpat�y.Approving this kease agreement wikl strengthen our partnership and enhance our relationship with this company. This lease agreement has been reviewed and appro�ed by City Legal. The Airport respectfully submits this amendment for Airpart Committee re�iew anci recommends approval by full City Council. c. Easement agreement renewa!for FAA: This agreerrient is between the Federal Aviation AdminEstration (FAA) and the City of Bangar,Airport Department. This agreement, €]TFAEN-S1- � A-00403, is for an underground power line easeme�st and airport access right-of-way easement at Bangor International Airport. This pow�r line supports the FAA's airport sur�eillance radar [A5R)sy5ten� Iocated at the ai�-port. This easement has expired and the FAA is requesting a renewal for the same purpose, �'he term of the easement renewal is from October 1, 2008 thraugh September 20, 2�18. This easement agreement f�as been re�iewed and appro�ed by City Legal. The Airport respectfully subinits Chis amendment for Airport Committee review and recommends appro�ai by full City Council. Questions/Comments Councilar Blanchette moved to make these all o[c to go ta full Council on Monday. These items are all rautine in nature and are all renewals. Meeting adjourned.
