The fallawing City staff was also in attendance, in�erim Airport Director,Anthony Caruso. � Councilor Longo opened the meeting. Agenda: 1. Industry Update/O�er►►iew a. Passenger Statistics far end of year 2011. Airport Interim Director Anthony Caruso inditated that Passenger traffic was up 17.�4%far month over Decernber 2010. Totaf passengers for Z011 were 429,�68. 2D11 was BGR's best year since 20d5. BGR ended th�year up 11%fl o�er 2010. Capacity was up 19%also for the last 12 month period. In December load factors averaged 76%. In 2011, BGR added servi�e ta Fort Lauderdale on Allegiant and announ��d that new daily ser�ice to Washington, D.C's Reagan national would start in Marc� 20�2 on US Airways. In 2011 fares were raised more than 10 times due ta the increase in fuel. b. Passenger traffic was up 15.8So for January 2012 as compared to t�e January 2011 trafFic. January 2012 is the best�anuary sin�e 1997. Load fattors averaged 69.6%with capacity up 22% for the month.All three airlines con#rihuted tfl the increase in capac+ty with Allegiant up 63%, E]elta u�8.96�0, and U.S.Airways up 17.35%. Questions/Cflmments Councilar Baldacci stated that it so�nded like we are starting to bounce hack frorr�the recession and asked ai�out the current Marketing Plan. Caruso responded that he wil! bring the Marketing Pian back to the cammittee for re�iew and discussion. Councilor Gallant asked what can be done to make the Airport more user friendly,as far as the lounge he thought smelled like smoke,the bookstore didn'�seem to be up to date. Fie stated that the Airport concessions were kind of just blah,that other Airports h� has�isited are fresh and ha�e more vendors. Caruso responded that we have done�ame reno�ations 6oth pre and past security and that we are stil! working on more reno�ations.The Airpor�has also made impro�ements far passenger amenities such as better seating,charging stations throughout�he terminals, massage chairs,free Wi-Fi, etc. Counciior Hawes stated that the AErport has listened to the Passengers request for facilities after security. She has also heard gvod compl'tments from passengers in her traveis. Caruso responded that he will be working wi#h the Counciiors to keep them up ta date on reno�ations and that our�endors ha�e been v�ry good as#ar as working with the Airport on fiights that come in#he middle of tl�e night, so they ha�e had irregular hours. Councilor Bfanchet�e stated that the councilors need to be kept up to date with the rena�ations and also woufd 1�fce to be kept up to date o�the vendors and when their leases expire. 2. Business Develapment Acti�ities a. Report on Schedulers& Dispatchers conference-Caruso stated that this is a vial conference that the Airport attends. This year the meeting wrapped up with a record 407 Exhi}aitors and 2,536 registered a#tendees during the 3 day e�ent in January, 2012. The Airport met with current Fuel Broolcers such as Colt and World Fuel Services and Mercury Fuels. In additian,they met with a new cantact with CHEMOkL, a company previou5ly in the Buinlcers Marine Fuels business, and emerging in the A�iation F�el Market. In general,the atmasphere was considered to be "cautiausly aptimistic",with an enthusiastic response. Questions/Comments Councilor Blanc�ette asked what type of business and planes come into the GA Market,and what Fuel Brokers do we do business with. Carusa provided a �r9ef overview of the different busines5 segments of the airport.Caruso responded#hat he will get a list of Fuel brokers to the Cauncilors and once the weather warms up he will gi�e the Councilors a familiarization tour of the Airpart. b. 2012 Business World Expo (BAWEj-Caruso stated that�his i5 the second annua)show for BAWE and �xhibitor a#tendar►ce was up#ror� last yea�'s event. This is the only European trade shc�w for airport operatars and the world's business destina#ions. Tf�is show brings togethe�'key decision ma[cers who ha�e the ability to dri�e business to our location. Shannon, Ireland,o�e of BGR's top com�etitors in this market, tontinues to exhibit a#this show claimir�g quick tech sto�s and an exceflent alternative ta other locations. !oe Buckley,Technical Traffit Developrr�ent Qirec#ar,Shannon Airport ga�e a presentation showcasing why they�laim ta be the leader in tech stop5. This is why it is�ital that we market this show. We were asked to speak a#next year's event. Questions/Comments Councilor Hawes thanfced for the information on these trips and was glad that the Airport is keeping the Councilors up to date on the trips and what is gaing on. Councilor Gallant, discussed the Airports tech stops and about serviting airplane parts. Councilor Blanchette discussed that the 5aab deakership is what Bob Ziegelaar had discussed years ago with the Councilors and that the airport should loak into that. Caruso agreed. c. Networks 2�12-Caruso stated that this is an Air Carrier e�ent. Marlceting Manager Risteen Bahr is afitending this event. The Airport meets with senior Planners. We have six meetings{ine up. We will ha�e a full report at the next Committee meeting. Questior�s/Comment$ No�e d. Reduced Military Charters-Cart�so stated that the Airport has budgeted for the Military traffic knowing that even�ually, it would slow down. Back in 20U9 there was discussion with one of aur cornpetitars regarding taking military flights elsewhere offering�etter deals, but Bangor maintained the fiights. We are naw currentfy in t��wind down process. In 2009 we had roughly 900 flights and we are down to roughly 6�0 flights in 2a12. We are planning for the reductions. Questions/Carnrrients Councilor 8lanchette commented that she is sorry that we are losing the�olume, but glad that �he troaps are coming home. Councilo�Hawes commented abaut the troap greeters always being at the Airport for the Military flights regardles5 of the tirne of day. Caruso responded that we will always be here to support the#roop greeters. 3. Airport Co�struction a. General A�iation Apran projec#re�iew- Interim Directar Caruso stated that the 5.1 millian dollar projett of the rehab of the GA ramp where we are going ta increase the effectiveness of the pavement it is a 90% Federal match through the AIP program. �his should start in April/May. b. InGne baggage hancfling system-Caruso discussed that we are working with the T5A ort the one million dollar projeGt. This wili increase the effectiveness on check baggage. This wil{go behind the wail af the ticket counter. We are awaiting the approval through T5A. questions/Cornments iVane. 4. Airpart Passenger Facility Charge(PFC}appro�al Airport Interim Director, Caruso, stated that on February 28, 20�.2, Sangor InternatiQnal Airpart was notified by�he FAA that#he airpart's�assenger facility charge(PFC) applitation was appro�ed. The Passenger Facility Charge (PFC) Prograrr�allaws the collection af PFC fees up to$4.5Q for every enplaned passenger at commercial airparts controlled by public agencies. Bangor's appficatian, l2-03-C-00-BGR, is a�pro�ed for collection up to$2,576,497 for the following projects: (1) Electrical lmpro�ements- primary underground senrice and the international terminal generator. Hupp re�iewed the upcoming 5 year projects for FAA. Please see the attached memo for the details. [2}Terminal Building Renv�ations Phase l-This project includes the design and construction af high priority upgrades to the existing domestic ter:ninal. This includes the cansolidation of airline ticket counters,the constructian of a new ele�ator and escalators, demolition and relocation of the support spaces along the curbside edge of the tic€Cet counter area and demolition of the restrooms in the passenger departure area and the canstruction of new code-cam#�laint restrooms in the passenger arri�al area. (3) PFC Application Casts- This project consj5ts af the professianal and adr�inistrati�e services for the wor�C ir��ol�ed in assisting with the preparation of the application and process. � Questions/Comments Councilors discusse�changing the Airport Committee meeting time and day of the week meeting.This will be disc�ssed the next mee#ing.
