The following City staff w�ere also in attendance, Airport Director, R�becca Nupp; Councinor Palmer opened the cneeting. Agenda: 1. Industry Update,/CYverview a. Passenger Statistics for July-Airpc,rt birectar Hupp indicated that far tl�e month of July, the enplane�rrrents were up by 25%,with a 30% increase in seat capacity! The load factar(number af seats accupi�d) is at 70%a. Allegiant passenger enplanements increased3,9%campared'to last y�ear, Delta was 44.9%a and U.S Airways u�+as 14.5%. b. Air Service Develapments-Airpart Director H�upp, indieated that an this coming Thursday, at 10:OQ tl�e Airpc�rt will be having a press c�nf�rence f�r an announcementi far new air service tcr a� new destinatian �t the Airport! Another industry development was that Sauthwes#Airiines has pulled out af fc�ur srnaller markets,Their business madel at this paint is to provide air service to larg�r camm�nities. Anather industry item is that the DOT is requiring al� aurlines have a cantingency plan for all tarmac delays as part o�the "Passenger BiQI of Rights". This is far an Airline tha� is on the tarmac for mare than four haurs. One last item related specifically to BB� is the Airport's effarts related t�r attracting transit charter flights.The US-Cuba Embargo contiroues�o impact aur abili�y ta recruit flights in this business segment. The Airpart is contirauing ta wark e�n this issue. Cl.uestions/Cornments Cauncillar Palmer asked about the transit Military Flights and if there are any changes. Airport Director Hupp responc�ed that we are nat seebng any substantial changes at this paint, however we farecast a decrease in this segment in the futuare. 2. Business Development Activitie� a. Northeast Chapter(NEC) AAAE Meeting- Rebecca attended this meeting in Atfantic City in August.The region spans frorn the Caroadian Provinces to the D.C. area, Much af the discussion was related to future funding far the Airport inc9ustry and haw it may work. Rebecca also mentioned that she was selected to serve as th� Chapter Presid�nt of NEC-AAAE. b. FAA Grant Wor'kshop-Rebecca just return�d from this trip. This warkshcrp was spor�sored by the FAA and rev��wed the new grant requirements that the FAA implemented. c, Camden Rockland Chamber of Carnmerce Galf Sponsarship- Rebecca described this event that the Airport sponsors each year. This event targets the Business Community in�the Midcaast area, which is at the edge of the A,irport's catchment ar�ea. The Airpart also hosts some of a�r r � best cus�tomers ta participate in this event, so they ean see the BGR aperatian and the state, This year repres�ntatives af NetJets will be jaining �us. d. National Airpc�rts Conference amd Meeting with US Airways-This event will take place in Tucson, AZ and Rebecca wiill be attending it in abcaut two weeks. Rebecca will also meet with US A,irways to thank them for the additional capacity they added ta the BGR market aver the summer and to urge them to cantin�ue the increased service and to urge them to implement mare new service that would qualify for the Small Ce�mmunity Air Service C�evelopment �rant. USAirwa�ys wa�ul� be a gaod match for either the DC ar the Charlotte route. �. N�tidn�ll Business Aviation Asscrciation (NBA,A)-this�vent is comung up in Octr�ber in Las Vegas. The Airpart vaill be exhibitAng there. We uvill be sending three people. This is a great apportunity t�r me�t wi�h fuel supplfers on the General A,viation/Corparat� side. This should be a positive show for us, especially due ta ExxonMobil situation. f. Routes(Berlin)-f�outes vuill be alsp caming up in the beginning of October. This is an Air Service Develapment tradeshaw, We are sending two peaple. The Airport has 16 meetings scheduled with various airlines, bath passenger and carga. Some af the airlanes that we are meeting with incNude UPS, Fed Ex,Jet Blue, Condar, Delta and US Airways.The Airport will provide a report to the Committee follawing the tradeshow. 3. Review af NetJets Graund Handling Agreement airport Cirectar Hupp discussed that NetJ�ts has request�ed the Airport establish a Memarandum of Understanding ta solidify our existing business relatianship. Net,Nets is a pravider af fractional corporate jet ownership and d�es a significant Ibusiness at Bangar. The intent of this agreem�nt is ta support and encourage the existing partnership and cooperation far ground handling s�rvices at BGR and to establish an efficient and streamlined pricing structure for these services. This is a routine agreem�nt which formalizes aur cur-rent practices. A copy of the agreement has been reviewed and approved by the City Solicitc�r, The Airpart requests Committee approval. Questions/Comments Cauncilor[�urgin asked "rf there are a�y changes far anything that they need to be aware of in this agreement. Hupp respanded that the agreernent is routine and there are no�oncerns. Cauncilor Blanehette asked why NetJets is requesting this agreerment. Hupp res�onded that the agreernent formalizes our curr�rent practice. One advantage is this agreement pravides a package price, Netjets are particularly interested in service quality and billing area and �his contracts streamlines the k�illing and ensures proper service leuels. Councilar Durgin made the rrrotion ta authorize the Airpart to enter into the agreement with NetJets and Councilor Branson Secanded t�re motian. 4. 5tormwater Mar�agement Prograrn Update Airp�rt Director, Hupp provided a power pairwt presentatian to the Airport�ommittee and outlined airpart de-icing standard aperating pro�edures and systems.The purpose of the presentatic�n was to discuss the de-icing collection system installed by BGR and management of the system; and to discuss � best m�nagerrrent practices.Th� prir-nary gaal af the starm water mar�agement system is to improve the quality af the storm water that flaws inta the Birch Stream Watershed. As an averview, MEANG starm vuater drainage merges with Bangar Internatsanai Airpart storm water drainage underground and together daylight in frant af employ�e parking areas and near Rental car garages ta create aur Internatianal drainage area. Bangor Internatianal Airport has twa 75,000 gal storage gals and MEANG alsa has storage af>150,000 gals. Snow piles are kept on deic�ing pads so they drain into tanks so contaminated snpw wi�l nat escape the C�rainage system. Pads are cleaned and flushed before valves are changed back to storm water settings. A Glycal Recavery Vehicle was purchased and is used to vacuum residue frarrr pads, Bangor International Airport water samples are reported to: DEP under the State's Site law and the Airport Storm water permit, Samples are taken (valuntarily) by BGR and MIEANG before treatment systems to prc�vide praaf r�f the load er�te�ring system and in order to shc�w ifi BGR is nat the source af a contaminant. Effluen�t sampling occurs after the treatment system ta determine how rr�uch load w�s removed. Bangor Internatianal Airpart and MEANG and City have proposed ta combine efforts to consoqidate sampling requirements, remove dupl�catian af effort and increase comprehensiveness and cansistency of data. A copy af the presentatian is attached to these m�inutes as part of the recard af the meeting. Questions/Commerwts Cauncilpr Durgin asked, "Can you tell by laoking in the water if there are any problems?" Hupp responded no. Asked if any fail�res ar anything happens when the car rental washes the cars. Hupp respanded that there are na failures and when the car rental companies washes the cars,they have washing bays and th�water does not ga into the stream ar drainage canal. Councilor Blanchette discussed Birch Stream. She talked abo�ut how people used to thraw things in there and a few years ago, the City and the Airpc�rt cleaned it up. Naw there is a fence aro�rnd it. Councilar Blanchette then asked if we cauld da samething about�he entrance to the Airpart,sh� waa�ld like to see the sign replaced. Hupp respanded that she will loa�C into replacing it.
