Referring the Matter of Councilor Cary Weston's Failure to Disclose Financial Relationship Between His Firm of
Sutherland Weston and the Convention and Visitors Bureau to the Board of Ethics
Summary
On December 27th, Councilor Weston voluntarily disclosed to the City Council that he had mistakenly
stated during a 2017 budget meeting that his firm had no financial relationship with the Greater
Bangor Convention and Visitors Bureau, which is an organization that receives funding from the City
of Bangor. The City Council has since determined that it would be in the best interest of Councilor
Weston and the City that this issue be sent to the Board of Ethics for further consideration. The
Council determined that a review by the Board of Ethics would be the best way to ensure the matter
was vetted in an open, fair and neutral way.
The City Council seeks a recommendation from the Board of Ethics about "whether Councilor
Weston's previous failure to disclose his firm's financial interest in the Greater Bangor Convention
and Visitors Bureau constitutes an ethical concern requiring further action."

Referring the Matter of Councilor Cary Weston's Failure to Disclose Financial Relationship Between His Firm of
Sutherland Weston and the Convention and Visitors Bureau to the Board of Ethics
WHEREAS, on December 27, 2017, Councilor Weston voluntarily disclosed to the City Council that he had
mistakenly stated during a 2017 budget meeting that his firm of Sutherland Weston had no financial
relationship with the Greater Bangor Convention and Visitors Bureau, an organization that receives funding
from the City of Bangor; and
WHEREAS, subsequent to the 2017 budget meeting it was determined that there was in fact a financial
relationship between Sutherland Weston and the Convention and Visitors Bureau; and
WHEREAS, the City Council considers it to be in the best interest of both the City and of Councilor Weston
that this issue be sent to the Board of Ethics for further consideration in an open, fair and neutral way.
Be it Ordered by the City Council of the City of Bangor that,
The matter of whether Councilor Weston's failure to disclose the financial relationship between his firm of
Sutherland Weston and the Greater Bangor Convention and Visitors Bureau is an actual or potential violation
of the Code of Ethics is referred to the City of Bangor's Board of Ethics for its consideration pursuant to
Ordinances of the City of Bangor, Chapter 33, Code of Ethics, §33-21.
