Attached is a brief outline of the 1994 CSO Program. Many of the projects are continuations of large separation projects that have been ongoing for several years. Flis Council Order formally adopts the 1994 plan As has been done in the past, a subsequent Council Order will be submitted authorizing borrowing from the State Revolving Loan Fund to cover the financing of the program. MEAOOWEROOR-SEPARATION, PRASE 5 - $421.250 This is the fifth phase of an ongoing separation program in the so-called Meadowbrook Subsection. This program has involved complete separation of sanitary and storm sewers. FIFTEENTR STREET SEPARATION PROJECT - $817,550 This project is actually the second phase of separation in the area known as the 'Fourteenth Street Subsection". The 1994 project will include complete separation on Fifteenth Street between Ohio Be. and Onion St. and on Beecher Park. The project will also include construction of a new trunk line from Ohio Street to the Rendnakeag Interceptor. WASTEWATER TREATMENT PLANT EXPANSION - $244,800 This project involves increasing pumping capacity and other modifications which would allow the plant to accept and treat additional 13 M.G.D. of storm flow. This project was originally scheduled for 1993 and would have included construction of an additional primary clarifier coating anXa $300.000 to $400,000. Ongoing discussions with EPA and DEP have resulted in being able to expand capacity without the necessity of the extra clarifier_ -1- 94-222 1994 CSO PROJECTS KENDUSKEAG INTERCEPTOR MODIFICATIONS - $72,600 This project involves modifications to the existing manhole and junction structures In the Kenduskeag Plane, which will provide acss to the existing 68' diameter Kenduskeag Interceptor Sewer for improved maintenance. This will allow £ora val of deposits n the bottom of the pipe which have reduced theInterceptor's capacity and contributed to more frequent overflows to the Rendus- keag Stream. BOLLING DRIVE SEWER REPLACEMENT - $34.500 One section of the existing sanitary sewer along Bolling Drive is extremely deteriorated, and has sed same backups and alloy considerable infiltration into the system. This project involves replacement of the defective Sections. DAVIS BROOK CONNECTING PIPE - $551,000 This project will replace the existing connecting ecting pipe between the ]2" diameter Davie Brook outfall pipe located aouth of Railroad Street and the Penobscot Interceptor. This existing c ector pipe will be enlarged to allow more flow from the Davis Brook Subsection to Bch the Interceptor during wet weather, and reduce the frequency of CSO discharges to the river. Additional work will also be included to eliminate an existing CSO discharge point at the and of May Street near the City docks. PRELIMINARY DESIGN FOR FUTURE PROJECTS - $190,000 In order to proceed with additional projects in 1995, it is necessary to perform preliminary survey and design work in 1994.
