For the past couple of months the City has been disposing of sludge through a short term contract with BFI, Inc. The City's Consultant, CETM-HILL, has r ently begun a study to identify e long t sludge disposal options for the City which is expected to be completed within the next few months. Ring, City Engineer Subject: Bids - 6 Month Disposal of Wastewater Treatment Plant Sludge I have reviewed the bids submitted on 4/25/94 by B.P.I., Inc., Sawyer Environmental, and Wheelabrator Clean Water Systems, Int. for disposal of sewage sludgefoim nth period. BFI proposes to compost, Wheelabracor's process involves alkaline nasturization/- stabili[atlon which would teat the sludge to a condition suitable for use as a soil amendment, and Sawyers would landfill the sludge. Based on my review of these proposals, I would recommend acceptance of Sawyers base proposal of $51.00 per [on for disposal and S5.00 ooper [on for transportation. The combined price is $5.00/ ton and $6.00/[on cheapter than the BFI and Wheelabrator proposals, respectively. Due to the close proximity of Sawyer's facility o WWTP staff may be able to deliver all o a portion of the sludge to Sawyers, which would further reduce the City's direct out-of-pocket expense. Sawyer also submitted analternate proposal involving potential revenue generation to the City of approximately $112,000 annually If theWITE w accept and treat landfill leachate We have recently hada tudy completed recording the feasibility of treating Sawyer's leachate. I[ appears that this is possible, but we ale still ' discussing some of the specific details of such ana rangement wine Sawyer staff, which I believe can be resolved. Accordingly, I would recommend that Sawyer's alternate proposal also be accepted, provided that the outstanding issues can be resolved to the satis- faction of City staff. Sawyer would like to explore the possibility of sending this leachate to the Bangor Waste Water Treatment Plant for treatment. The consideration for this service would be at the rate of $14 per each one thousand gallons of treated leachate. This is a potential income source of $112,000 per year for Bangor's new facility which Would go a long way toward paying the six month sludge disposal cost of roughly $165,000. Please allow me in walk through my assumptions and I think that will help make the ism more clear. First, because of the proximity of Can facility to yours, we felt it quite likely you would want to provide your own transport to save money. Additimarly, it meant we could compare disposal of sludge cost more directly to disposal of leachate without transportation issues clouding the picture. Bruce, an average of 125 wet tons of sludge pm week at $51.00 per ton tip fee equals $6,375.00 multiplied by the term of the agreemem (26 weeks) equals $165,950.00 - total estimated cost of sludge disposal _ SERF estimates it would/muld deliver 8 million gallons of leachate to Bangor Waste Wafer annually. Asuming SERF paid Bangor in the Fares tinge of $14.00 per thousand gallons, Nis would equal to . $112,000.00 to the revenue aide for Bangor. In cndelab0n, I was Ming to paint out that Bangor would be offsetting 68% of its sludge disposal cost for the am month term by taking Irachate for a 12 month term. Please understand that SERF taking Bangor's sludge versus Bangor taking SERFS leachate are totally independent proposals. 1 hope this information has been helpful.
