REPORT OF"TI ITS CITY OF BANGOR BOARD OF* FTI IICS - 2017

Dear City Council Chair Sprague and Members of the Bangor City Council,
This is the annual report of activities of the City of Bangor's Board of Ethics for 2017.
The current members of the Board of Ethics are: Michael Alpert, chaffy; Sherry Anderson, Daniel
DeGroff, Emily Hunnefeld, and Amy Lee Tidd.
During 2017, the Board of` Ethics niet on a regular basis under the able guidance of City Solicitor Norman
I leitmarm. For the first time in several years, the board systematically reviewed Bangor's Code of'
Ethics.
At our meetings, the Board discussed the Code in detail, sentence by sentence, and looked for areas that
needed clarification or augmentation. During this review, the Board and Solicitor Heitinann, developed
language that we felt would help Bangor maintain its tradition of good governance.
The Board recommended the following new provisions for adoption:
§33-1.1 Non -Partisanship;
§33-5.1 Unbiased Conduct;
§33-7.1 Use of Social Media;
§33-11.1 Abstention — Exercising the Right to Abstain;
§33-15 Ethics in Contracting.
One provision for revision was also identified:
§33-20. Powers and Duties.
The ftill text of these proposed changes to the Code is attached.
"These recommended amendments to the City's Code of Ethics were approved by the Bangor City Council
on October 23, 2017.
There were no City Council directives or inquiries in 2017, but the Board was available liar COLHICil
directives during this time.
