The low bid received from New England Municipal Equipment was deemed run -responsive because the equipment quoted did rot meet the City's specifications for tank capacity ant type ofvaosmm unit - see memorandum from Hottest Perry, Sewer Department The recommendation to award the bid to American Pipe Supply, Inc., the low responsive bidder was reviewed and approved by the Finance Committee on April 4, 1994. The sewer truck was approved in the cannot budget who the understanding that its purchase would be financed with five payments over the next four years. There is$36,000.00 appropriated for the first payment which is now estimated not to exceed $33,600.00 The following bid award for $149,979.00 is, therefore, contingent upon the City securing the appropriate financing which is curresnly out to bid. Re: Jet/Vacuum Sewer Truck Dave: I have reviewed the three bids received on March X 1994 for the combination sewer jet/vacuum track. Bids were received from New England Municipal Equipment Co., Inc. (Vacon),Chadwick-BaRass,(Vactes), and American pipeline Supply, Corp. (Aquatech). It es; my xecw+aendalion that the low bid of $140,93225 from New England Mutdapal Equipment Co., Inc. be reject d because itis non-responsive on at least three major iteaa. The quoted truck has a water capacity of 1600 gal. instead of the 2000 gaL as specified The vacuum unit specified was a positive displacement rotary lobe exhauster the unit quoted was a °.stage vacuum compressor whirh is not as well suited for removing debris under water of in submerged conditions. The unit bid also had a front mounted hose reel as opposed to a rear mounted reel as specified and preferred by pemsmel in the sewer departmenL It is my recosaiendation that the bid be awarded to American Pipeline Supply, Corp.
