Spruce Run is applying for a grant from the Maine State Housing Authority in thel
amount of $48,134 under the 1994 round of the Emergency Shelter Grants Program.'
Funds will be used for:
1. Remedy of Shelter Accessibility for Persons with Disabilities;
2. Essential Services -- staff salaries to provide case management
services;

Emergency Shelter Grants Program
Preliminary Proposal of the Spruce Run Association, Bangor, ME
TOTAL GRANT REQUESTED: $48,134
Priority $1A: Remedy of shelter Accessibility for Persons with
Disabilities.
Grant Request: $29,000
Shelter remains as our only service which is not accessible
We plan to renovate the first floor of the shelter to
accomodate a bedroom„ bathroom and kitchenette. A new entrance
with ramp are also included. All construction will be barrier -
free and designed to integrate the handicapped accessible living
space into the existing living space. Please see the enclosed copy
Of the architect's sketch. Dotted lines on the sketch indicate
existing walls which will be removed.
Not shown on the sketch are new wiring in the three new areas.,
leveled floors in the kitchenette and bathroom, new sheetrock on
all the walls of the renovated spaces, ceiling repairs and
replacements as needed, heat ducts and ventilation in the bathroom,
insulation in the two outside walls of the bedroom and all special
accessories like grab -bars, roll -under counter tops and basin,
roll -in shower stall, and so forth. Kitchen appliances which are
handicapped accessible are also included.
We are currently getting estimates from three contractors for
all aspects of the renovation. Only one estimate has been returned
so far (from Mike Temple, Inc., Hampden) and a copy of that i
enclosed. Judging from Mike's estimate we assume that the total
Dunt for the renovations will lie somewhere between $24,366.00
and $29,000.00.
Priority $2A: Essential Services --staff salaries to provide case
management services.
Grant Request: $13,000
This grant will fund one half of the position of Shelter
Services Coordinator, currently employed at forty hours per week.
Twenty hours per week of this position is currently funded through
the MSHA-SOS program.
The Shelter Services Coordinator is responsible for
coordinating all services to residents in our shelter, including
crisis intervention, advocacy, house meetings, and support groups.
This position is currently held by Elaine Tucker, who has been
working with Spruce Run shelter residents for well over a decade.
.Priority /3B: Operating Cost --Heating oil, electricity costs
water and Sewer.
Grant Request: $6134
This grant will pay for some of the basic operating costs of
the shelter including heat, electricity, and water and sewer

our heating oil contract allows for a budgetted monthly
payment of $207, and the figures given for electricity and water
and sewer payments are estimates. based on our expenses for the
current year.
