Proclaiming April Fair Housing Nonth
Responsible Department; Community and Economic Development
As a condition of continued federal funding of housing and community
development programs operated bytheCity of Bangor, and programs operated by
other agencies and non-profit organizations in Bangor, the U.S. Department of
Housing and Urban Development (HUD) requires the City to certify that it will
affirmatively further fair housing.
Pursuant to a HUD recommendatton, in December City Staff conducted a
survey and analysis to determine impediments to fair housing choice in Danger
and in the housing and community development programs operated by the City.
The conclusion of the analysis, whichis available for the
Community Development office, s that there s readily identifiable
impedimenta to fair housing choice within the jurisdiction of the City of
Bangor. The analysis also concluded that public awareness of fair housing
issues, laws and complaint procedures is not extensive and that additional
City actions were appropriate to affirmatively further fair housing. This
Council Resolve is an effort to heighten public awareness in that regard.
Passage of the Resolve is recommended.

PROCLAIMING APRIL AS FAIR HOUSING MONTH

RESOLVED.
WHEREAS, the federal Fair Housing Act, Executive Order 11063,
and -Department. of Housing and Urban. Development regulations
prohibit diacrimination on the basis of recolor, religion
(creed), a national origin, disability, orfamilial. statue; in
the sale, leasing, rental or other disposition of, the financing
of, or in the u occupancy of, housing, residential property
and related facilities, or in the provision of brokerage cervices,
or otherwise making unavailable or denying a dwelling; and
WHEREAS, the City of Bangor, in its application for Community
Development Block Grant (CUED) funds and in its Comprehensive
Housing Affordability Strategy (CHAS), has certified that it will
affirmatively further fair housing choice as required by U.S.
Department of Housing and Urban Development regulations 24 CFR
570.601 (b) and 24 CPR 91.21 (e); and _
WHEREAS, access to safe, sanitary and decent housing is a
fundamental need and right of ALL citizens of the City of Burger;
NOW, THEREFORE, BE IT RESOLVED
A. The month of April be and is hereby designated a
Fair Housing month in Bangor to promote greater
understanding of the policies of the Fair Housing
Act; and
B. Fair Housing practices which comply with the
policies of the Fair Housing Act be adhered to by
all departments and employees of the City of Bangor
in all City of Bangor real estate transactions; and
C. All real estate transactions to which the City of
Bangor is a party be conducted in such a manner as
to affirmatively further fair housing choice; and
D. It is the desire of the City Council of the City of
Bangor, in the interest of the citizens. of the City
of Bangor, that Fair Housing. practices offering
fair housing choice be adhered to in all private
and public sector real estate transactions; and

E. The citizens of the City of Bangor are hereby
encouraged to become informed of and adhere to Fair
Housing practices in all real estate transactions;
and
F. All persons be encouraged to report violations of
the Fair Housing Act to the:
