With the startup of the n ondary plant, the quantity of sludge has increased significantly, and as you are aware, the secondary sludge has characteristic which have caused odor control problems with our present commenting operation. Furtheraore. the existing carbonating site is located on the Airport property in fairly close proximity to future development areas and to not a good site for a long term operation. Last month City staff met with the Municipal Operations Committee and recommended that a study be undertaken to Identify and evaluate long is= Option$ for disposal of wastewater treatment plant sludge. Subsequently an EPP foruch a study a issued and proposals received from five engineering firms. Attached is a memorandum from the City Engineer which a ar summarizes proposals received. Ring, City Engineer Subject: Sludge Disposal Options Study Last month City staff met with the Mun1..Ope. Committee and recommended that a study be undertaken to identify and evaluate long term options for disposal of Wastewater Treatment Plant wage sludge. In response to an RFP, proposals to perform the study were received from the following five firms: Engineering Dynamics, Inc. - Bangor, Maine Proposed cost to do the study is $16,900. The firm is relatively new (established Sn 1989) a" has not had a lot of experience in this type Of work. Woodard d Curran - Bangor, Maine Proposed fee to complete study is $19,500. Work is proposed to be performed by the Bangor office With support from the Portland office. Me Company 1s quite familiar With the Bangor Treatment Plant and w characteristics, has recently performed leachate studforacceptanceceptance of leachate from the Sawyer Landfill, has performed s similar sludge disposal studies and wastewater treatment plant upgrade projects, but mostly for smaller communities. Wright -Pierce - Topsham. Naine Proposed fee is $23,000. This firm has seem experience in sludge disposal, and has recently done the design work for an enclosed composting facility for Lewiston and Auburn. They have also done some similar projects for some other smaller Maine communities and some projects in Massachusetts. CH M -HILL - Boston. Mass. Proposed fee to perform sludge option study is $25,000. This is a sizable company. which is very familiar With the new Secondary Treatment Plant and its operation due to their design experience with the facility. Me Company has extensive experience in all facets of sludge disposal Options. -1- 94-150 Thermo Consulting Engineers - Williston, persons This firm has proposed a fee of $46,000 to perform the services requested. Thermo Consulting Engineers submitted a proposal in conjunction with the James W. Sewall Company in Old Town, and appears to have had a fair amount of experience in dealing with sludge disposal. All proposalsextensively reviewed by City staff which included Jim king, eCity Engineer; Ralph Sieben, Wastewater Treatment Plant Superintendent; Hence $bibles, Assistant City Solicitor who has been working extensively with technical staff on sludge and wastewater issues: John Murphy, City Engineer's office{ and Brad Moore, Chief operator of the Treatment Plant. Staff met after an initial review of all proposals and unanimously agreed that the three beet proposals for out purposewas submitted by Woodard 6 Curran, CM2 HILL, and Wright -Pierce. Interviews lasting approximately 1 1/2 hours each were conducted last Thursday and Friday with all three firms. Subsequent to the interviews staff has met and identified Woodard d Curran and C11214 -MILL as the top two. Bath of these firms were contacted with follow-up questions by the City Engineer. Although staff felt that these were clearly the two beat proposals, there are clear differences in each firm n approach. Woodard 6 Cur strongly advocates thachanges in the operation of the Treatment Plant be considered to possibly reduce sludge production. CM2M-HILL feels that although ease benefits may be obtained in this regard, flexibility in plant operation and its tolerance to fluctuations in wastewater characteristics may be compromised. Basad on considerable discussions and analysis of these proposals, coupled with our experience with both of these firms on technical projects, staff reccinamends that CHZM-HILL be selected to undertake the Sludge disposal options study. -2-
