ORDERED,
THAT WHEREAS, the City of Bangor wishes to find a developer
who has the commitment and resources to redevelop the Bangor
Waterworks complex; and
WHEREAS, the high coat of rehabilitation and the lack of on-
site parking are significant impediments to the feasibility of
redeveloping the site; and
WHEREAS, the flexibility to demolish and/or move part of the
site in order to provide parking and reduce rehabilitation costs
will be attractive to potential developers and stimulate more
Interest in the. project.
THEREFORE, BE IT ORDERED THAT the City Manager is directed to
submit an application of the Historic Preservation Commission which
requests a Certificate of Appropriateness to rmnarTe the
Superintendents House from the site and demolish up to 71000 square
feet of building area.

RBI Council Action Regarding Bangor waterworks
DATE: March 9, 1994
At a recent workshop the City Council requested that options
related to the Historic Preservation Commission's denial of the
City's application, be placed on the City Council Agenda. There
re 2 options on the agenda for consideration. Of course, a third
Option is to take no action. These options are summarized as
follows:
1. Appealing Historic Preservation Cousission's
Decision - The City has the option, within 30 days
of the HPC decision to appeal the decision to the
Zoning Board of Appeals.
2. Resubmitting An Application to HPC - The second
Council Order would direct the City Manager to
submit an application to the HPC for partial
t demolition / removal of the waterworks site. AS
drafted, this Order would authorize the City to
request permission toremove the Superintendents
House from the site and to demolish up to 7,000
square feet of floor area. no specific location
of the area that might he demolished would not be
determined in the application but in concert with a
development proposal.
3. No Action - The City would take no action and
market the property "as is". An option associated
with this scenario is a -change in the historic
preservation ordinance which would make permitting
Partial demolition of a historic property, in
conjunction with a rehabilitation project, leas
onerous and time consuming.
Staff will be prepared to discuss these and any other options
at the Council meeting.
