A recycling trailer will allow us to expand the curbside program t cardboard and magazines. The gaylords, fluffer, and conveyor will streamline processing operations at the Center. Scales will be installed to insure accuracy n tracking incoming rather than processed -materials. Equipment will be purchased to upgrade our leaf composting and brush chipping operations. Composting bins and an education program will be utilized t0 reduce the 24% of the waste stream that is made up of organic materials. The 150 households will serve as a pilot program for future neighborhood expansion Each ton of waste removed represents about $60 in F.E.R.C. fees in addition to collection costs approaching this figare. No additional City funds are required to meet the 25% share mandated of $62,264.00. Barrett, City Manager, is hereby authorized to execute Capital Investment Grant (932-056) of a State of Maine baste Management Agency Grant Agreement, a copy of which is on file in the City Clerk's Office. Said Grant Agreement is in the amount of $186,791.00 for the City of Bangor Recycling Process Center Upgrade. Said funds are to used for the following: Add a curbside recycling trailer to expand curbside collection. Expand regional recycling processing center by adding a fluffer and conveyor to the existing baler and adding scales to weigh material. Reimburse the City for the purchase of other processing equipment including a horizontal baler. Purchase equipment to operate leaf composting and brush chipping operations. Provide composting bins and [raining to 150 households for backyard composting. AND BE IT FURTHER ORDERED, THAT the Finance Director is hereby authorized to establish a project account within the Capital Fund and to establish such necessary expenditure and revenue accounts to properly account for the project.
