Stockme Date: 0212311994 Subject: Recycling Revenues The Recyding Committee in then mecthrg on Wednesday, Febmary 16, 1994, voted to request the City council to consider allocating proceed from the sales of the ecvcled materials to the Recycling Division budget to be used for the express purpose of education and expansion of the recycling program. The Committee felt that the most efficient means of collection would have the residents and other participants, in the Recycling Progmaa perform the necessary sor( s and cleaning prior to collection or drop off to the City. This will require additional andcomiumirg education to Provide an effective guide to the preparation of these recycled products. Currently the ON has received $ 6,094 in revenues from mcveled products through the fust six months of Fiscal 1994. There is an additional S 1,500 in product that has been shipped, in that time, for which we have not yet received pa.'ment. We can expect a similar amount from the sales of recyeWbles in the second half of FS 1994. The Committee is requesting the dedication of up to SIO. WO of these recycling revenues to pursue an educational program. The Circ realizestheadditional benefit of avoided costs associated with the divertuig of these matenals from the FERC waste stream. The PERC fees during the fust nvo quarters of FY 1994 averaged 3 3].65 per ton. In this sametime period the Recycling Center processed 438.64 tons of materials to generate the rewat noted above. The costs avoided. Iry not sending this material to PERC were S 16,478. It is important to provide as much information as possible to the residents of Bangor to promote the program and quality of the materials w be recycled to mndndze processuna costs. Me have this oppomudN through the RecycWrg Newslern which is to be published quarterly (Minch, June, September and December). The Recycling sales revenues requested ouhl be used to mad the Newsletter to all Bangor residents, mane of which are not on the residential collection routes (the current collection reaches about 7,600 homes). This mailing is expected to cost about S 1,800 per issue. The funds not expended for mailing would be used for printing of the newsletters if, as has been the case, we aro unable to find sponsors to underwrite this printing cost. any fund remaining would be put towards specialty brochures addresing specific recveting issues that were problem areas or new 0 the program. In the coming year we will be expanding our recycling effmffi by ineluditb cardboard (OCC) in the curbside collection and also by adding magazines to our fiat of collectibles.
