Commentary:
This Order would transfer funds and direct the City Purchasing
Agent to advertise for bids to demolish and remove
acondemned
Leralict.building located at 22-24 Carroll Street. This building
was originally condemned and ordered to be x ved by the City
Council a a hazardous structure in June, 1992, but has not
been removed by the property owPursuant t0 17 MRSA S 2853,

special taxagainstthe property. At its meeting onJanuary 19th,
the Finance Committee recommended that the City Council transfer
the necessary funds from the contingency account, and direct
City staff to proceed with the removal.

THAT the sum of $15,000 is hereby transferred from
account no. 13-14-07.05 (Contingency) to an account to be
established by the City Finance Director, for the purpose
of demolishing n structure at 22-24 Carroll Street, previously
condemned by Council Order Nos. 92- 203. and 92-202, passed
June 22, 1992.
and be it further,
ORDERED,
THAT the City Purchasing Agent is hereby directed to
advertise and solicit bids for the demolition and removal
of said structure.

ORDERED,
THAT
RRERRA3, the Bangor City Council, in its capacity as the Municipal
Officers of the City of Bangor, held a public hearing pursuant to 17
M.R.S.A. 51851 - 2859 to determine whether or not the mobilehome or
structure located at 24 Carroll. Street, Bangor, Maine, on a lot described in
a deed recorded in Volume 3758, Page 1, Penobscot County Registry of Beeds,
Owned by Gerald and Mita Talbot of Portland, Maine, constitutes a dangerous
building within the meaning of said statute; and
WRITERS, based upon the evidence presented at said public hearing, the
Bangor City Council finds that the building or structure in question is
structurally unsafe; unstable; a fire hazard; unsuitable or improper for the
use or the occupancy as a residence; a hazard to health or safety because of
inadequate maintenance, dilapidation, obsolescence or abandonment, and
dangerous to the life and property of the inhabitants of the City of Bangor;
and
MBBRERS, the Bangor City Council hereby adjudges said building or
structure to be a nuisance and dangerous, as provided in Title 17, M.R.S.A.

ROM THEREFORE, By the City Council of the City of Bangor:
ORDERED, THAT said building or structure shall be disposed of as
follows:

Property in accordance with 17 N.R.S.A. 5 2853; and
(3) The owner(s) of said mobilehoma or structure shall remove all
personal property locatedtherein. to the event that the omer(s)
fail to comply with this order, the City's Director of Coda
Enforcement and Fire Prevention may remove and dispose of said
personal property.

authorized to take any and all additional necessary action to secure the
demolition or rempval of said mobilehowe or structure.

incurred thereby to be paid by the owner(s) or assessed against the
property in accordance with 17 M.R.S.A. 5 2853; and
(3) She owner(s) of said mobilehome or structure shall remove all
personal property located therein. In the event that the owner(s)
. fail to comply with this order, the City's Director of Code
Enforcement and Fire Prevention may remove and dispose of said
personal property.
