The Planning Board held a public hearing on the above -noted zone
change request at its regular meeting of October 4, 1994.
Mr. Carlisle, the applicant, spoke in favor of the proposed zone
change. No one spoke in opposition.
The Planning Board voted 5 to 0 in favor of a motion to recommend
to the City Council that the zone change request contained in C.O.
# 94-429(As Amended) be approved.

By changing a part of a parcel of land located at 1176 and 1180

Residence and Agriculture District to Low Density Residential
District. Said part of a parcel containing approximately 2.4

a. GENERAL DESCRIPTION. Applicants request a zone Change from
Rural. Residence and Agricultural District (RR F A) to Low
Density Residential (LDR) for 2.4 acres
of a 3.2 acre parcel

located at 1176 and 1180 RenduseagAvenue. The remaining
acreage i and will remain in the Resource Protection
Districts
b. LAND USE AND ZONING POLICY. The City's Comprehensive Plan
Land Ilse. Concepts Map indicates that this area is to be
developed for low density residential use.
The proposed
zone change from an RR 6 A to an LIE is consistent with, the
City's land use policy for this area.
c. URBAN SERVICES. The proposed parcel iswithin the Primary
Service Area and could be served with afull range of public
uti.lities and services.
d. EXISTING CONDITIONS. Currently, there are two houses
located on this site. The applicant subdivided this parcel
into two lots (1.39 acre and 1.8 acre parcels). The intent
a to put the houses in separate ownership. This created
nonconforming lots which do not meet the area requirements
or the lot frontage requirements of the RR 6 A District.
The proposed zone change would make these lots conform to
the City's Ordinances. The property is surrounded by
residential uses. The area of the proposed zone
change is
bordered to the north by contract LDR,. Resource Protection
to the west and by RR a A to the south and east.
e. DECISION CRITERIA. The basic issue for any zone change is
its consistency with the City's Comprehensive Plan. Staff
feels that the proposed zone change is consistent with the
Comprehensive Plan land use policy for the area. In
addition, Staff feels it is consistent with the existing
zoning and land uses
n the area. Staff would recommend
that the Planning Board recommend approval of the proposed
zone change to the City Council.
