Subject: Council Order - Award of Bid for Street Rehabilitation
and Heavy Resurfacing Projects on State Street and
Kneaded Street
The above -referenced Council Order is on award acact
for the rehabilitation and has" resurfacing of portionsof
Street and Hammond Street. These projects were approved through
the BACTS process for inclusion in the SOFT Transportation
Improvement Program for the current biennium. Eighty-five per
cent of eligible project costs will be reimbursed by MOT,
leaving the local share at fifteen per cent. Traditionally
projects such as this have been designed and administered by
MOT which has often [esulted in a lengthy time from project
development to projectcompletion. In order to expedite such
projects and to accomplish them more economically. MOT has
agreed to allow some of the larger municipalities to develop and
manage certain projects subject to MOT requirements.
As of the end of Augueq IDIOT had not finalized its
requirements for allowing municipalities to develop and ad-
minister projects. We had been informed. however, that these
projects
could not simply be included In our regular annual
paving
program Since nidus to move forward with the
State Street and Outer Hammond Street projects. I me with MOT
representatives to finalise the requirements and toobtain approval
to advertise the projects for bid. The State Street and Outer �w
Hammond Street projects were included under one contract and 1�
advertised on September 7th. Bids will be received on Wednesday.

Since the State will be picking up eighty-five per cent
of the costs, it is necessary to execute a Municipal/State Agreement
as is customarily done oany project involving State funds. A
companion Council Order authorizing execution of the Agreement will
also be o ext Monday's agenda. MOT assured me that I will be

receiving the Agreement this week.

Both projects involve grinding (removal) of existing pavement
and resurfacing with a henry overlay. New curb and handicap ramps
will be installed on State Street. The State Street project i
between Broadway and Forest Avenue, and the Hammond Street project
extends from the end of Hammond Street "Bulge" to the Harmon Town
Line. Public Works will be performing some of the preparatory work,
which is eligible for 85% reimbursement of coats. A project cost
estimate is attached. The local sharehas previously been appropriated
1n the City's capital program.
