Three bids was received for the security fencing and the bids ranged from $112,000.00 to $136,651.19
(see attached tabulation). The low bid was received from Aroaamok Fence Company ofLowiston, Maine
and was 24%above the engneefs estimate of$90,000.00. Thier was due [o the actual cost of the Electric
Gate Opamor nem which was estimated below cost.
This project has been approved by the FAA under AIP 3-23-0005-17 and is being funded with 90%
Federal, 5% State and 5% Airport funds.
All bids were reviewed by the Airports twoulmM cngneer Hoyle, Tammr & Associates and were
found to be in order. The qualifications of the low bidder, Aroostook Fence Company we known by both
the City and the airport consultant and Aroostook Fence is considered to be qualified to perform the work
required to satisfactorily complete the project -see attached letter from Hoyle, Tamsa & Associates
This warrant award has been approved by the FAA and the Mane Departrtwnt of Transportation.
The following Council Order to award the contract to Aroostook Fence Company in the amount of
$114000.00 has been reviewed by the Finance Comminee on August 15, and rebored to the City Council
with a recommendation fm approval.

COMMENTS:
.Award the contract to Aroostook Fence Company ofLewisbtq the low bidder at
$112,000.00 for security fencing at Bangor latemational Airport.
The bid award will be forwarded to the City Council for final approval since the contract will
exceed $100,000,00.
This project is one of two projects cwrmtly approved under this year's AIP-17 grant which
also 'includes $1,110,992.50 for recontracting, marking & U&ing a portion of Taxiway W'. The
$1,490,000.00 in funding noted below also includes $266,050.00 in amof fees for Hoyle, Tamer
& Associates.

Dear Mr. Ziegelear
As you know, bide for the subject project were opened at 1100 p.m.
on Tune 15, 1994. This letter is to advise you of our findings and
to indicate our recommendations for Award of Contract.
Three bid proposals were received as follows:

Aroostook Pence Co. $112,000.00
Lewiston, ME
Hardwick Fence 88, Inc. $115,440.00
Bangor, ME
Gorham Pence Company $136,851.17
Standish, ME
Aroostook Pence Co. submitted the lowest bid. Their form does not
contain written unit prices, however this can be considered an
informality in the bid and can he waived by you, which is our
recommendation. Otherwise the bid in in order, duly signed by the
President of the Corporation and impressed with the corporate seal.
Addendum Me. 1 is acknowledged and the bid is submitted on the
required proposal form.
Aroostook Pence's bid is approximately 18e above the Engineer's
estimate, 3t below the second low bid, and 22i below the third bid.
The largest discrepancy between the low bid and the Engineer's
Estimate ($18,000) occurs in the Electric Gate Operator item. Based
on the consistent pricing of this item by the two low bidders, it

appears HTA underestimated the cost of the item. The next largest
discrepancy ($14,000) occurs in the 8 £t. Security Fence item where
all three bids received were in line with each other. Combining
the differences in these two items, more than accounts for the
difference between the Engineer's Estimate and the low bid. Based
on the closeness of the two low bide and the particular items which
were underestimated, HTA is confident that a good competitive bid
was received.
Aroostook Fence has indicated that they intend to utilize a minimum
of It DHE participation. This is significantly below the project
goal of Ink. The second low bidder, Hardwick Fence, did not
indicate their proposed DBE participation while the third bidder,
is a DBE firm and would provide 100% DEE participation.
We are familiar with the work done by Aroostook Fence and we are of
the opinion that the firm is qualified and capable of
satisfactorily accomplishing the Subject project.
Therefore, we recommend awarding the contract to Aroostook Fence
Co. in the amount of their bid of $112,000.00, contingent upon the
followinF:
A. Receiving FAA grant AIP-17 in a sufficient amount to fund the
project.
S. Satisfactory execution of the contract between the City Bud
the Contractor with delivery of acceptable bonds and insurance
certificates at the time of execution of the contract.
C. Concurrence in the award of the. contract by the Maine DOT,
Division of Aeronautics and the Federal Aviation Administra-
tion.
If you concur in our recommendations, the City should immediately
request authorization from FAA and Mains DOT to award a contract as
indicated above.
