Commentary:
Two bids were received to reconstruct, mark and light a portion of Taxiway "A" and the bids ranged
from $1,110,9p2.50 to$1,IMM.00(sce attached bid tabulation). The lowbidwasreceived from Lane
Construction Company of Bangor, Maine and was 6% below the engineer's estimate.
This project has born approved by the FAA and under Alf 3-23-0005-17 and is being funded with 90%
Federal, 5%State, and 5% Airport funds The Maine Air National Guard will also find $133,755.00 for
part of this project.
All bids were reviewed by the Airport's camWmm esgmeer Hoyle. Termer & Associates and were
found to be in order. The qualifications of the low bidder, Lane Construction are well known by both the
City and the Airport consultant and Lave is considered to be well qualified to perform the work required
to satisfactorily complete the project- am attached letter from Hoyle, Tenser & Associates.
This contract award has ban approved by the FAA and the Maine Department of Transportation -
The following Commit Order to award the contract to Lam in the moment of $I, 110, 992.50 has been
reviewed by the Finance Committee on August 15, and referred to the City Council with a
recommendation for approval.

$1,110,992.50 for reconstructing, marking, & lighting a portion of Taxiway "A" at Bangor

exceed $100,00000.
This project is One of two projects mrrmtiy approved under this year's AiP-17 grant which
also iumdes $112,000 for security fencing. The $1,490,000.00 m ing noted below also includes
engineering fees of$ 266,05000 for Hoyle, Trainor o'

As you know, bide for the subject project were opened at 2:00 p.m.
on July 6, 1994. This letter is to advise you of our findings and
to indicate our recommendations for Award of Contract.
Two bid proposals were received as follows:

H.B. Sargent $1,073,915.00 $110,325.00
Lane Construction Inc. submitted the lowest bid on Schedules 1 and
2, as well as the combined Bid Schedules 1 ♦ 3 and 2 t 3. Their
form is in order, duly Signed by a District Manager of the
Corporation and impressed with the corporate meal. Addendum Mo.e
1, 2 i 3 are acknowledged and the bid is submitted on the required
proposal form.
Lane's bid is approximately ]k below the Engineer's estimate and 94
below the second bid for Schedule 1, which is the prefered Crack
and Seat option. For Schedule 2, the PCC Removal option, Lane's
bid is Bk below the Engineer's estimate and 5% below the second
bid. Schedule 3 contains the hammerhead rehabilitation and in
ineligible for FAA funding.
For the purpose of this analysis and recommendation, we are

focusing on the Total of Bid Schedule 1 a Bid Schedule 3.
The largest discrepancy between the low bid and the Engineer's
Estimate ($69,000) occurs in the PCC with Bituminous Overlay
Removal item. Based on the consistent pricing of this item by both
bidders, BTA apparently overestimated the most of the item. The
next largest discrepancy ($65,610) occurs in the PCC pavement
Milling item where, once again, both bide received were in line
with each other. Combining the differences in these two items,
more than accounts for the difference between the Engineer's
Estimate and the low bid. -
The major differences between the low bid and the second bid, on
Schedule 1, occur primarily in the electrical items, particullarly
the 2s-1 way Duct, Concrete Encased, and the lighting items. The
pricing submitted on these items by Lane appear to be reasonable as
they are in line with the Engineer's estimated unit costs.
Based on our analysis of the bid, we are confident that Lane has
submitted a very competitive bid. We are familiar with the work
done by Lane and we are of the opinion that the firm in qualified
and capable of satisfactorily accomplishing the subject project.
Lane has indicated that they intend to utilise a minimum of lot DBE
participation.
Therefore, we recommend awarding the contract to Lane Construction
Inc. in the amount of their bid for Schedules 1 a 3 of
$1,110,992.50, contingent upon the following:
A. Receiving PAA grant AIP-17 in a sufficient amount to fund the
project.
B. Receiving sufficient funding from the Maine Air National Guard
to fund Schedule 3 ($133,755.00). -
C. Satisfactory execution of the contract between the City and
the Contractor with delivery of acceptable bonds and insurance
certificates at the time of execution of the contract.
D. Concurrence in the award of the contract by the Maine DOT,
Division of Aeronautics and the Federal Aviation Administra-
tion.
E. Satisfactory completion of previous projects by the

Contractor, including resolution of outstanding disputes.
If you Concurin our recommendations, the City should immediately
request authorization from PAA and Maine DOT to award a contract as
indicated above.

letter to PAA for your use. Please do not hesitate to call if you
