The cable would be installed an existing City -owned poles along the route. In 1991, the City Council authorized a similar installation. along Maine Avenue. We would now like to install cable from Bangor Hall along Maine Avenue to Texas Avenue and from Texas Avenue m Eastport Half which is near the City Hospital. We also would like approval to add a University owned cable to the string of poles which follows the walk from Lincoln Hall to Belfast Hall. The attached map shows the proposed miffing for which we would Was to have City of Bangor appreval to attach to city -owned pates. This Council Orderea prompted by a request from the University of Maine to install a w fiber optic cable on existing City -awned poles n the vicinity of Texas Avenue. The purpose of the new fiber optic cable is to link classrooms at Eastport Hall with the rest of the University's interactive communications system. In 1991 the Council approved a similar Location Permit for the University for an extension on Mine Avenue. Since receiving the original request, City staff has met with Richard A. Eustis, Associate Vice Chancellor for the facilities, to look at alternatives for a shorter route. Such a route has been identified, and the University has modified its request accordingly. Attached is a map showing the revised route and correspondence from Mr. Eustis in that regard. This Council Order and the revised route was reviewed by the Municipal Operations Committee on 9/7/94. At that time, I reviewed the university's request with the Committee, and offered a couple of additional recommendations: 1. In order no install the new fiber optic cable o existing City poles, it would be necessary to do some minor relocation work involving other lines in order to provide the necessary clearances prescribed by the National Electric Code. It is my recommendation that any costs for such relocations be borne entirely by the University of Maine. 2. - 1 also recommended that the City of Bangor consider charging a fee for the a of existing City of Bangor poles. TheBangor Hydro currently employe a similar policy when Rydro poles are used by private entities. The Hydra's current charge is approximately $5.00 per pole per year. City staff will need to assess whether o not costa for collection of such a fee would exceed the r received. Attached is a revised Council Order which reflects the revised route of the fiber optic installation as well as the recommendations outlined above.
