action in support of the proposed alternative for the replacement
of the existing Penobscot River Iron Bridge. Passage of the attached
Resolve would constitute formal support of the project. Attached
is areedum from the City Engineer which provides additional
background information relative to the proposed project.

cities of Bangor and Brewer bas been in service for over 90 yearn: and
WHEREAS, said bridge has outlived its usefull life and has sustained Considerable
deterioration requiring a reduction of pasted load limit to only 3 tons; and
WHEREAS. Immediate replacement of the bridge with a new structure is imperative
to serve the transportation needs of the area, and

Subject: Penobscot River Bridge Replacement Project
As youa
the Maine Departmentof Transportation has
requested that the City Council take formal action in support of the
proposed alternative which has been developed for the replacement of
the existing Penobscot River Iron Bridge. I have prepared a Council
Resolve in this regard wMCM1 will be on the July 25th, 1994 Council
Agenda.
Although the Maine Department of Transportation has been working
n developing the bridge replacement project for several years, preliminary
bycepts did not fully address many of the issues and concerns expressed
officials and citizens in both Bangor and Brewer. Accordingly,
Bridge Advisory Committee was
appointed approximately one year ago by
the Councils of both Bangor and Brewer to work with LOOT to develop the
best alternative for a replacement structure that would serve both the
present and future needs and interests of the a This Committee met
ofral times during Iate 1993 and 1994, and considered a wide variety
issues and information. There was considerable discussion regarding
not only the location of the structure, size of the structure (number
of lanes, etc.), but also impacts on traffic circulation and streets
and neighborhoods which eventually could be affected by aew bridge.
Some of the major paints that were considered and addressed by the
Committee are as follows:
1. Need - The existing bridge was constructed in 1902 and is
currently in a very deteriorated condition. One m of the condition
and adequacy of bridges is a called "sufficiency rating". This
fac¢deal value is derived from evaluation and rating of a number of
tors regarding the capacity of the bridge and particularly structural
condition. The sufficiency rating includes a scale of 0 to 100. with
0 being an out of service structure and 100 representing a new structure.
Th¢cent rating for the existing bridge is 2.0. Furthermore. since
1990 the bridge has been posted with a maximum vehicular weight limit
of 3 tons. Clearly the existing structure needs to be replaced.
2. Traffic projections - Currently the total number of bridge
crossings between Bangor and Brewer is 69,000 vehicles per day. This
represents an increase of approximately 2% per year since 1955, at which
time the total number of crossings was approximately 20,000 vehicles per
day. Traffic projections developed through origin destination studies,
computer modelling, etc. indicate that by the year 2010 there will be a
total of 105,000 vehicles per day crossing the river. it is interesting

to e that the three existing bridges all carry approximately one-third
of the present river crossings. By the year 2010, it is projected that a
replacement of the existing bridge would carry approximately 2915 of the
future river swing traffic. so there will be a shift in future traffic
loading co the Veterans Bridge and the chamberlain Bridge.
3. Location - A number of potential locations for the replacement
structure were
valuated, including constructing the replacement bridge at
Hogan Bead as has been suggested by Some. The traffic forecasting indicates
that a replacement structure very near to the existing location is the best
solution for the study period. If the replacement bridge were constructed
at Bogan "ad, forecasting models indicate that it would serve approximately
11.500 vehicles per day out of the 69.000 vehicle total and the remainder
mould shift to the Veterans Bridge.
4. Size - The Committee considered various configurations of a
proposed replacement bridge which included two-lane, three -lane, and
four -lane bridges. A two-lane bridge was not considered feasible due
to the stacking of traffic through intersections on both sides of the
bridge. A three -lane bridge did not offer much improvement in that regard
and a four -lane bridge is considered to be the moat practical alternative.
It should be noted that a four -lane bridge does not

two-lane bridge, because a two -]ave bridge would have to be constructed
with breakdown lanes; therefore, a two-lane configuration would only be
alightly lees expensive that a four-1,ne.
5. Traffic circulation - The earlier concepts which were developed
by MBOT included an alignment on the Bangor bridge collinear with Oak Street,
and provided fort way traffic on both Oak Street and Washington Street.
One of the problems with this approach is that the intersections at both
Washington Street and Hancock Street became very large and complex. City
staff did not support this concept and recommended that the existing rotary
circulation patterns be retained. The proposed alternative which has been
developed by the Advisory Committee includes present traffic circulation
patterns on both the Bangor and Brewer sides.
6. Local impacts - In addition to the technical aspects of the
project, there was also considerable discussion of the potential Impacts
that a replacement structure would have existing streets and neighborhoods

Over the course of several months, a preferred bridge replacement
alternative was developed which was supported by a consensus of the Advisory
Committee. This preferred alternative consists of a new replacement bridge
which would be aligned with the and of Oak Street and extend to the present
bridge location on the Brewer shore. The bridge would consist of four lanes.

traffic circulation patterns would remain unchanged in both Bangor and
Brewer. This replacement alternative is considered to be the best overall

solution by a majority of the Advisory Co1[tee, and is supported bMOT.
On April 20th, 1994 MOT conducted a public hearing at the Bangor Civic
Center to present the proposed replacement alternative for the Penobscot
River Iron Bridge. At that time an informational booklet was provided
which a mmsrized the Issues, alternatives, ate. which w considered
by the Bridge Advisory Committees I believe that each member of the City
Council has received a copy of this booklet, which has a blue c This
informational booklet contains are detailed discussion of various aspects
of the project. and I would encourage you to review it if you have not
already done so.
As indicated above, there has been a fair amount of conexpressed
regarding future traffic impact along the Broadway corridor. ThenBroadway
corridor includescsiderable number of residential houses, and is also
currently designated as State Route 15. As a way of mitigating the potential
impact due to traffic passing through this area, it has been r o®ended that
Route 15 be redirected between Outer Broadway and South Main Street in Brewer
a that it would instead follow Interstate 95 and interstate 395 between those
locations. The Council Resolve supports this action.
There have also been expressed by several Hancock Street
residents regarding potential Impact of future traffic On that neighborhood.
These concerns have been expressed at the Council Workshop held last Monday,
and alsobyStone at the April 25th, 1994 Council meeting in written

four aspects of traffic concerns.
1. An increase in future traffic.
2. The amount of truck traffic.
3. Speed of traffic.
4. Difficulty residents sometimes experience turning onto Hancock
Street.
The 1969 City of Bangor Comprehensive Plan included the recommendation
that Hancock Street be extended through to connect with State Street t0
relieve traffic congestion In the downtown area and along State Street and
numerous aide streets and as a way to improve overall traffic circulation.

increased traffic on Hancock Street, you will note from the attached table
of traffic counts through 1993 that other streets in the area have experienced
comparable Impacts from natural growth in traffic. It Is interesting that
from 1990 to 1992 traffic counts on Hancock Street actually show a slight
reduction, whereas State Street (east of Birch Street) shows a 6% annual
increase.

With regard to truck traffic c , it is Important to realize
that based o actual current traffic counts, truck traffic only accounts
for 4.2% of the total traffic volume during the peak design hour (4:15 cc
5:15 P.M.) This percentage Is projected to remain constant in the future
years. I have also attached copies of truck traffic information which I
Have recently
ently received from MBOT. "Truck traffic' included in the traffic
numbers includes not only heavy tractor trailers, but also all trucks
having at least two axles and six wheels, which includes local delivery
type trucks.
Hancock Street residents have suggested several possible changes
to reduce traffic burden on Hancock Street. One suggestion is to route
traffic from the Bangor and of the bridge up Oak Street and then out State
Street rather than utilizing Hancock Street / Hancock Street extension.
I don't believe this is a good solution for several reasons.
1. whereas the proposed alternative allows for free right hand turn
movements off the end of the bridge, this suggestion would prohibit that and
Bate considerably more Congestion and delays at the Washington / Oak
intersection, Hancock / Oak intersection, and Broadway / State intersection.
2. As previously indicated, traffic growth on State Street in recent
yearn Has actually surpassed growth on Hancock Street - this is not due to
any bridge related issue. but Lathe[ to overall growth in our transportation
network.
3. Although there are few single family residences remaining on
State Street. there are several nultl-family structures, a school,
considerable pedestrian traffic, and many ccame ercial businesses and
professional offices.

Street, all of which produce turning traffic movements and together with
ac

s businesses, s
office etc. contribute to traffic congestion.
Another is to route all frock traffic left up Boyd Street. This is not
reconded becauset
Boyd Street and all of the other streets connecting to
StateS
Street have fairly steep grades. Another suggestion is to Consider
making Hancock Street one-way to the hospital and also to control traffic
movements exiting the hospital. These types of changes may warrant
consideration a etime in the future, but would require athorough
analysis s to their effects - consideration is not directly a bridge
related issue. Another suggestion has been to install a traffic signal
at Boyd Street. while I am not sure that Boyd Street would be the best
location fora traffic signal on Hancock Street, I do support and recommend
that a traffic signal be located somewhere along Hancock Street, probably
between Boyd Street and Birch or East Summer Street. I have discussed this
with MOOT and they have indicated It is likely a signal installation Could
be included as part of thebridgereplacement project. The Council Resolve
includes a reference to traffic signal installation on Hancock Street as
part of the project. I believe that a traffic signal would have two
beneficial on the Hancock Street area.

1. It would tendtoreduce overall travel speed, particularly
through the residential area.
2 It would provide some interruption in traffic flaw which would
afford better opportunity for Hancock Street residents to. enter the street.
While Installation of a new traffic signal on Hancock Street would
not directly affect growth in future traffic volumes, I do feel that it
would have a positive impact toward mitigating same of the traffic concerns
that have been expressed.
The last provision of the proposed Council Resolve requests that
MOT fully investigate and Implement appropriate measures to minimize
impacts on Bangor streets and neighborhoods arising from bridge related
traffic. While this is very general and unspecific, I have included this
because there may be same other things that could potentially address
For instance, future traffic projections indicate a significant
growth In westbound atraffic approaching Brewer and Bangor from Route IA.
Assuming that some
of these vehicles are destined for the Hogan Road /
Stillwater Avenue/ Bangor Mall area in Bangor, and would otherwise use
Hancock Street and State Street as vel route, signs directing those
vehicles to bake I-395 west and then I-95 north could have the effect of
reducing traffic on Hancock Street. The extent of reduction would need
to be determined, and there may be issues involving the City of Brewer
before something like this could be implemented: however, such possibilities
ought to be considered.
In summary, the replacement of the existing Penobscot River Iron
Bridge is desperately needed. While many issues and needs must be considered
in a project of this significance, I feel that the proposed alternative
which was developed by the Bridge Advisory Committee working On aonjunction
with MOT is the best practical solution, and recommend that theCouncil
support the project. If any Council member has any questions, or would
