Construction and Demolition Debris Disposal Facility 4W Cfty Coweft of de a1yofDanpor: ORDERED, THAT, NREREAS, construction and demolition debris cannot be accepted at the Penobscot Energy Recovery facility incinerator in Orrington, Maine, and WHEREAS, vacant regulatory changes will allow reopening of a limited portion of the Kittredge Road Landfill for the disposal of construction and demolition debris materials, NOW. TREREFORE, Be It Ordered by the City Council, City of Bangor, in accordance with Chapter V, Article 1, Section 15, Municipal Waste Disposal Area. of the Laws and Ordinances of the City of Bangor, that the fallowing rules and regulations regarding use and operation of the Kittredge Road construction and demolition debris fac111ry be adapted, effective July 25, 1994: I. The Kittredge Road construction and demolition debris disposal facility will be open to residents, businesses, contractors, and commercial haulers for the disposal of acceptable materials generated within the City of Bangor. 11. Acceptable materials: Stumps, brush, landclearing and landscaping debris. Ordinary construction and demolition debris, including brick, mortar, amnesty rubble, wood, insulation, roofing, siding. flooring, doors and windows, plumbing fixtures, etc. All other waste materials are unacceptable. III. Hours of operation. 1. Residential - The Kittredge Road construction and demolition debris disposal facility shall be open for residents to dispose of acceptable materials, as defined above, from 9:00 A.M. to4:00 P.M. prevailing time, on the first Saturday and third Sunday of every month, excepting national holidays. 2. Commercial - The Kittredge Road construction and demolition debris disposal facility will be open to businesses, contractors, and private haulers from 9:00 A.M. to 5:00 P.M., prevailing time, on Monday and Thursday of each week, except on national holidays. -1- IN CITY COUNCIL July 11. 1994 Fas d CITY CLERK 94-322 OR DLR Title, Adoption of Rules and Regulations ffigexdivg ........................ tM1¢ Kittredge Road Construction and Demolition Debris Disposal Facility. ........ ................... .. ... Vdt..YLG�l. ..... Councilman The City of Harder Public Works Department will annually publish a list of holidays on which the facility shall be closed. IV. Required permits 1. Residential - Residents over obtain a City of Ranger Landfill Permit sticker at they Public WorksDepartmentprior to utilizing the Kittredge Road construction and demolition debris disposal facility. The permit fee shall be $1.00. The Permit sticker must be conspicuously and clearly displayed by attaching to the vehicle windshield. 2. Commercial - All businesses, contractors, e and commercial hauler wishing to disposeofc acceptable materials at the Kittredge Road construction and demolition debris disposal facility must first obtain a Permit from the Operations and _Maintenance Division.. The Operations and Maintenance Director small devise a permit form which shall include appropriate vehicle and load information, location and origin of material to be disposed of, weight of load in tons, time permit Is issued. time load is discharged, date, and permit number. At the time the disposal permit is requested, all haulers must present weight slips indicating the load tonnage as determined by weighing on certified sealed truck scales approved by the Operations and Maintenance Director. Any cost associated with the weighing of load shall be at the expenseof the hauler or,his customer. V. Disposal Pees. Pees for the disposal of acceptable materials, as defined above, shall be as follows: 1. Residential - Residential disposal fees shall be based on one of the following applicable optfare: a. $5.00 per load for passenger sedan -type vehicles, exclusive of station wagons and passenger vane. b. $30.00 per load for station wagons, passenger pickup trucks up to 3/4 ton capacity, and singlenaxle utility trailers. c $20.00 per load for pickup trucks ever 3/4 too capacity, multiple axle utility trailers, and single axle trucks up to 1 1/2 ton capacity. Trucks with greater than 1 1/2 ton capacity will act be allowed for residential disposal. 2. Commercial disposal - Disposal fees for businesses, contractors, and c s ial hauler will be based o rateof $45.00 per ton. Load tonnage shall be weighed on certified sealed crack scales approved by the Operations and Maintenance Director. -2- 94-322 al. payment. Payment of disposal fees shall be made as follows: 1. Residential - Applicable disposal fees shall be paid to the landfill gate attendant prior to disposing of materials. 2. Commercial - Commercial haulers most pay disposal fees at the Operations and Maintenance Division office when the commercial disposal permit is issued. No charge accounts will be estab- lished for commercial haulers unless previously approved by the City of Bangor Finance Director or his designee. If such charge account is approved, the commercial hauler will be charged an additional one percent of disposal fees to cover the City's east for administration and billing. VII. Compliance Failure to comply with the foregoing rules and regulations regarding the Kittredge Road construction and demolition debris disposal facility may result in suspension of disposal privileges. Suspension of disposal privileges shall be made by written notification from the Operations and Maintenance Director. Appeal of such suspension =at be made to the City Council Municipal Operations Committee. -3-
