On May 9,19% Council Order 94-219 selecting A+ Plus Cleating to provide custodial services to Bangor International ai p rtwas reviewed by the City Council mid failed passage on a vote of fourm favor and five opposed. The matter was referred to the Finance Committee for further review and discussion. On May 16, 1994 the Finance Committee wnsidved the staff rewmmendation to select A+ Plus Cleaning and, after considerable debate, voted two in favor and three opposed to the recovunvndabon. Subsequently, the committee voted unanimously to refer the Hem back to the full Council without a rewmmwadation. Councilors Voting No: Bladacci, Blanchette, Popper A Sullivan. 94-245 I(9 MEMORANDOM TO: Finance Committee FROM: Bob Ziegelaar, Airport Director REFERENCE: Airport Cleaning Contract DATE: May 11, 1994 As I cannot be present during the next Finance Committee seting, I would like to provide you with the staff's views of the selection process. Staff recommended A Plus for several reasons: a) the presentation was excellent b) references were good c) the costs were second lowest d) when both quality and costs were factored together, the firm was rated the highest. It was clear that A Plus derived a competitive benefit by not including any costs related to health coverage for its employees, other than for supervisory staff. The company's references did not indicate that the absence of health coverage produced any noticeably higher turnover from what might have otherwise been expected. In the final analysis, therefore, staff concluded that it had no real basis for including the health insurance issue in its evaluation, particularly in view of the, sizeable cost differential. In terms of quality, staff rated A Plus, Servicamaster and River City at equal levels. All other proposers were rated lower, to varying degrees. As stated before, River City is considered to provide very good service levels but there were no clearcut reasons for assuming that they could not be matched by the other two highest rated vendors. 94-245 11 whereas the City Council has indicated that it would like to include less easily quantified factors such as on-site experience and personnel management approaches, it would be staff Is recommendation to initiate negotiations with the current vendor with the objective of reducing the quoted price as much as possi- ble without sacrificing levels of care. It should be possible to achieve savings in the range of 10;-152. It would probably not make sense to expand the selection process beyond A Plus and River City, inasmuch as these two companies present a clear choice of directions. (Either we concentrate an ost savings or we attempt to combine cost savings with a secondary objective of not intending to affect the employees involved.) From a management perspective, i would not be unhappy about allowing for increased costs as a result of the inclusion of - health care costs but I would want to ensure that costs in general are controlled as tightly as possible, given the fact that the airport is not operating at peak levels.
