The attached amendment to the City's Mobile Home Ordinance is
intended to bring the City of Bangor into compliance with the
State of Maine's manufactured housing law, as amended May 4,
1989, by the Legislature. The new law significantly reduces
the requirements a local municipality may impose in its
review and approval of mobile home (manufactured housing)
developments. For example, under the new law, the City may not
require a minimum number of spaces, above 3, inmobile home
park; may not require underground installation of electrical
utilities, and may not require privately-owned roadways
within the park to be in excess of 23 feet in width. As a
trade -off to these new limitations on the City's authority,
we may now inour requirements in certain other areas.
For example, theaminimum size for individual lots has been
increased to 6500 square feet, from 6000. The draft amendments
are intended to take advantage of these new provisions as well.
Theproposed amendments have been reviewed by the City's Planning
b Legal Departments, who recommend their adoption. A copy of

(1) THAT Chapter XI, Article 2, Sections 1.1 and 1.2 of the Laws
and Ordinances of the City of Bangor be Amended to read, as
follows:
1.1 Mobile Home. A structure which conforms to all
standards of construction, design,
and performance adopted pursuant to the National
Mobile How Construction and Safety Standards Act
of 1974 (42 U.S.C. SS 5401 at seq.), the State of
Maine Manufactured Housing Act (10 M.R.S.A. SS 9001
at seg.), or the State of Mine Industrialised
Housing Law (30 M.R.S.A. SS 4771 at seq.), or any
successive legislation or standards.
1.2 Mobile Home park. A parcel or adjoining parcels.

(2) THAT Chapter X1, Article 3 of the Laws antl Ordinances of the
City of Bangor be amended by adoption of Section 1.2.1, as
follows:

(3) THAT Chapter XI, Article 5 0£ the Laws and Ordinances of the

1.3 A mobile home park shall be located on a single
parcel of land having a-m#a#mem-area-a€-}g_aeeae
sufficient overall area to accommodate, in addition
to the individual mobile home lots, all road rights-
of-way and all buffer strips, open space. and other
areas required under this Ordinance or under any
other applicable law. rule or regulation.
1.4 All mobile homes shall be located at least 30 5,1
feet from all mobile home park boundary lines and
shall be screened from adjacent properties and
public streets in accordance with Section 1.11 of
1.4.1 No structures. streets or utilities may he
placed in any buffer strip required under
this Ordinance. except that utilities may

1.7.1 Each mobile home lot shall be not less than
6800 6500 square feet in area,

1.7.3 No mobile home shall be located lees than
20 30 feet from the right-of-way line of
any street, or less than 40 feet from a
service building, within the park.
1.8.1 All mobile home parka shall be provided with
safe and convenient vehicular access from
abutting public streets or roads to each
mobile home lot. All park streets shall be
well drained, paved, maintained in good
condition, and at night adequately lighted.
All streets within the park shall have a
minimum right-of-way width of 50 feet. Pave-
ment width shall be no less than 36 feet
where parking is permitted on both sides of
the street. where parking is permitted on
only one aide of a street the minimum pave-
ment width shall be 28 feet and where all
on -street parking is prohibited the minimum
pavement width shall be 20 feet. Provided,
that any roads within mobile how
to remain in private ownership shall be not
lase than 23 feet in width of which 20 feet
must be suitably caved.
1.8.2 All Anv streets to be dedicated as Public
streets within a mobile home park shall be
constructed to standards specified in this
the Subdivision Ordinance. All other roads
or streets within a mobile home park shall be
constructed in accordance with accepted
enoineerino standards under a Professional
englneers' seal as required by the Maine
--"'Manufactured Housing Board.
1.11.3 Screen planting, providing a dense visual
barrier at all timea, shall be provided
around the boundaries of the park and
around laundry drying yards, garbage and
trash collection stations, non-residential
uses, and along rear lot linea of all mobile
home lots. Screens shall consist of shrubs
or trees at least five feet wide and, at the
time of planting, at least four feet in
height, and eventually reaching a mature
height of at least six feet. The Screen
planting sone extending along boundary lines
shall have a mature height of at least six
feet. Thescreen planting zone extending
along boundary linea shall have a minimum
width of 16 2_� feet.
1.12 Recreation areas shall be provided for the use
of
mobile home park residents. The site of such areas
-shall be based upon a minimum of Egg 650 square
feet for each awhile home lot in the development,

residents, located so as to be free of traffic
hazards and, where topography permits, centrally
located. Any buildings provided for recreation
areas shall contain adequate toilet facilities.
The number and location of such facilities shall
be determined by the Planning Board and the
Director of Code Enforcement and Fire Prevention.
(4) TEAT Chapter EI, Article 6, Section 3 of the Laws and
Ordinances of the City of Bangor be amended to read, as follows:
Sec. 3 Electrical Distribution Bvatem.
3.1 Every mobile home park shall contain an
electrical wiring system consisting of
wiring, fixtures, equipment and
appurtenances -which shall be installed
and maintained in accordance with all
applicable State of Maine lava and local
codes and regulations governing such
systems. All facilities shall be approved
by the Director of Code Enforcement and
Fire Prevention.
