Commentary:
The purpose of this amendment is to repeal a prohibition
against public dances on Sunday. Unless this item is

repealed, it will be illegal for public dances to be
conducted in the City of Bangor on New Year's Eve, Sunday,
December 31st.

MEMORANDUM

TO: Edward A. Barrett, City Manager
FROM: Robert E. Miller, City Solicitor
RE: Dance Halle Ordinance
The City has an ordinance which prohibits public dancing on
Sunday (Chapter VII, Article 1, Section a). This would prohibit a -
public dance at the Civic Center on New Year's Eve.
In our view the provision is archaic and unnecessary.
Therefore, we recosssend that it be repealed.
In order to expedite the matter, I would recommend that the
item be handled by either calling a special meeting between now and
December 11th for purposes of a first reading, and then finally
adopting it on December 11th. The alternative is to place the item on
the agenda for the December 11th meeting, and then have the requirement
of a reading on two separate days to be dispensed with by a 2/3
majority vote of the City Council in accordance with Article II,
Section S of the City Charter.
