ORDERED,
THAT
WHEREAS, the City of Bangor seeks to acquire for Airport purposes, an
8.519 acre tract of land located on the northerly side of Downing Road
presently owned by Charles W. Sprague, Sr. indicated on the Plan
attached at ^Exhibit A", and described as follows:
BEGINNING at a no. 6 steel rebar set in the north-
westerly line of the nowning Road, so-called, at a
point 2525 feet, more or less, from the intersection
of said Downing Road with the southwesterly line of
Union Street, said rater defining the southeasterly
corner of lands of the Grantor as described in Volume
2498, Page 94, Penobscot Registry of Deeds;
Thence by and along an existing wall and fence along
the comson boundary of lands of the Grantor and lands
now r formerly of Muriel B. Downing as described in a
deed from Winifred C. Bachelder to Sohn P. Downing
recorded in Volume 1157, Page 58, Penobscot Registry of
Deeds, N 360 30' 04" W a distance of three hundred
seventy-one and eleven hundredths (371.11) feet to
Muri6 steel rebar set at the northerly corner of said
el E. Downing lands;
Thence N 540 30' 45" E through lands of the Grantor
and parallel with the northwesterly line of nowning
Road a distance of one thousand and fourteen hundredths
(1,000.14) feet to a no. 6 steel rebar set;

Thence through lands of the Grantor S 36 ° 28' 58" E
to a no. 6 steel rater set on the northwesterly line of
Downing Road;
Thence E 540 30' 45" W with the northwesterly line of
Downing Road a distance of one thousand and twenty-two
hundredths (1,000.22) feet to the place of BEGINNING;
Containing 8.519 acres, more or less.
Bearings herein are referenced to Magnetic North, 1988.
WHEREAS, the property has been independently appraised at a value of -
868,000.00; and
WHEREAS, the City Council finds that the value of the property Is
$68.000.00; which sum constitutes "just compensation" for the parcel
described,
NOW, THEREFORE, By the City Council of the City of Bangor be it
ORDERED,
THAT the City Solicitor is hereby authorized and directed to enter into
negotiations with Charles W. Sprague, Jr.* or his representatives for
the purpose acquiring the described premises; and, be it further
ORDERED,
THAT the City Solicitor shall make a written offer to purchase the
described premises in the amount of the just compensation herein
determined; and that the City Solicitor shall promptly communicate this
Offer to Charles W. Sprague, Sr. or his representatives.
The City Solicitor is further directed in the course of his
negotiations to make such records and to take all steps necessary to
preserve the.City of Bangor's right to reimbursement for this
acquisition by the Federal Aviation Administration or other State or
Federal agency.
