The number of committees is reduced from six to four by establishing a Municipal Operations Committee which combines functions of the Governmental Operations, Enterprise Operations and Community Relations and .Legislative Liaison Committee. 2. Authorizes the Council Chair to appoint three to five members to each committee. 3. Permits any Council member present at a meeting to serve as a committee member in the absence of a quorum of the committee. These changeswere discussed at the Community Relations Committee, and the draft committee ordinance is presented for your review. (orih110lw, Amending Chapter E, Axticle ArticleIII Se c tion 6 of the Code of Ordinances - City of Bangor - Council Standing Committees THAT ces Chapter i, Arfide SSI, Section 6'0@ the Cobe3of Ordinances of the City of ,itSangorwith be amended wing: sting it in -its entirety and replacing, it with the following: Sec. 6 Council Standing Committee. -There shall be four (4) Standing Committees of the City Council to be known as: (1) Finance Committee (2) Municipal Operations Committee (3) Bass Park Committee ' ' (4) community and Economic Development Committee Each Committee shall consist of three (3) to five (5) members appointed by the bouncil Chairperson from the City Council membership. Committee members shall be appointed as soon as possible after the annual election of the Council Chairperson. They shall serve terms of one (1) year each and until their successors appointed. The Council Chairpersor shall also appoint one or more members of each Committee to serve as its Chairperson(s). Each Committee shall meetat least once per month. A majority of the members appointed to a Committee shall constitute a quorum. In the absence of a quorum, any member o embers of the Council, including the Council Chaidm who are present may temporarily s as a member of the Commitee in order to permit business to be conducted. Each Committee shall perform the following tasks and functions and such other tasks and functions as may be delegated to it by the City Council from time to time. 6.1 Finance Committee: (1) Review of bids and award of contracts, without further action by the City Council, within the limits of this paragraph, for the purchase of supplies, equipment, services and the construction of public facilities, including public buildings, roads and sewers. The Committee's authority to award contracts under this paragraph shall be limited to those situations where: (a) the item has previously been authorized in the annual budgets; (b) the amount to be expended under the contract is covered by an existing appropriation; (c) the term of the contract is for three (3) or less years; and (4) the total amount to be expended under the terms Of the Contract does not exceed One Hundred Thousand 1$100,0001 Dollars>. (2) Review of bids and advisory cement to the City Council on proposed contracts for the purchase of supplies, equipment, services and the construction of public facilities not qualifying for direct award by the Committee pursuant to Paragraph (3) above. (3) Review of bids and final approval for the Issuance of bonds for short-term and long-term borrowings where such borrowings have previously been approved by the City Council. (4) Review and advisory comment to the City Council concerning the City Manager's proposed budget for the following departments, divisions, and special appropriation accounts: Private Schools, City Council, executive, City Clerk, Finance, Assessing, Legal, Personnel, Motor Pool, Pensions, Insurance, Debt Service, Library, Education, County Taxes. (5) Review and advisory comment regarding proposed Council Orders, Ordinances o Resolves relating to the departments outlined above. 6.2 Municipal Operations Committee: (1) Review and advisory comment to the City Council concerning the City Manager's proposed budget for the following departments, divisions, and special appropriation accounts: Police, Fire, Health and Welfare, Parks and Recreation, Public Services, Bangor City Nursing and Health Center, Sewer Fund, Parking Fund, Golf Course and Airport. (2) Review and advisory comment regarding proposed Council Orders, Ordinances o Resolves relating to the departments outlined above in (1). (3) Review and final approval of agreements for the rental or lease of land and/or buildings n the aeronautical areas at Bangor International Airport, the Golf Course, Parking Facilities, and Bangor City Nursing and Health Center for terms not to exceed three (3) years. All other such agreements shall require approval by the City Council. The Committee shall not grant options for the sale of land or buildings or to finally authorize the sale of such facilities without prior approval of the City Council. (4) Review and advisory comment to the City Council regarding applicants for positions on City boards, commissions, and committees when vacancies occur during the year. (5) Advisory assistance to the City Council on matters involving inter -governmental relations, advertising, public relations or community events or promotions. 6.3 Bass Park Committee: (1) Review and advisory comment to the City Council concerning the City Manager's proposed budget for the operations at Bass Park. (2) Review and advisory comment regarding proposed Council Orders, Ordinances or Resolves relating to Bass Park. 6.4 Community and Economic Development Committee: (1) Review and advisory comments to the City Council concerning the City Manager's proposed budget for the Department of Community and economic Development. (2) Review and final approval of agreements for the rental or lease of land and/or buildings in the non -aeronautical areas at Bangor International Airport and other City -owned land and buildings not subject to the jurisdiction of the Municipal Operations Committee for terms not to exceed three (3) years. All other such agreements shall require approval by the City Council. The Committee shall not grant options for the sale of land or buildings or finally authorize the sale of such facilities without prior approval of the City Council. (3) Review and advisory comment to the City Council concerning proposed changes in the City's Comprehensive Plan. (4) Review and advisory comment to the City Council concerning economic development projects requiring final City Council approval. (5) Review and advisory comment to the City Council concerning developments on the waterfront and other special development projects which require final City Council approval.
