Commentary:
The attached Resolve has been introduced at the request of Councilor Popper.
As one of the City's representatives to the County Budget Committee,
Councilor Popper has been a part of the recent budget deliberation regarding
the County budget. Last year, the Shaw House received a $2,500 appropriation
from the County. They have once again requested such an appropriation for
the coming year. The County Budget Committee recommended that this request
not be funded. The attached Resolve calla upon the County Comtesioner and
the Penobscot County Legislative Delegation to provide a $2,500 appropriation
to the Shaw House for its operating budget.

RESOLVED.
wHHHEA6, The Shaw House is a regional facility which provides
mergency shelter for children in eastern and northern
Maine; and
WHEREAS, during 1994, the Shaw House provided services to 414
children of whom 89.88 wers residents of Penobscot
County with 22.79 from areas within Penobscot County
located outside of Bangor; and -
wHEREAH, the average coat per bed night of providing services to
these children is approximately $123.00; and
WHEREAS, the City of Bangor provides approximately $7,000 per
month in support to the Shaw House through its General
Assistance Program which underwrites a portion of the
bed night costs for eligible clients; and
WHEREAS, the appropriation of $3,600 from Penobscot County is
designed to supplement, at $10.00 per bed night, 360 of
the bed nights which are provided to the children of
Penobscot County.
NOW, THEREFORE, be it resolved by the City Council of the City of
Bangor, that,
We hereby call upon the Penobscot County Commoissioner and the
Penobscot County Legislative Delegation to appropriate $3,600 in the
County budget to offset a portion of the cost of providing emergency
shelter services which are provided by the Shaw House to the children
of Penobscot County. Such an appropriation to the Shaw House
represents $10 per bed night for 360 of the bed nights which are
provided to the children of Penobscot County.

RESOLVED.
WENEAH, The Shaw House is a regional facility which provides

Maine; and
WHEREAS, during 1994, the Shaw House provided services to 414
children of whom 89.88 Here residents of Penobscot
County with 22.7% from areas within Penobscot County
located outside of Bangor, and
WHINtbm, the awerage cost per bed night of providing services to
these children is approximately $123.00; and
WHEREAS, the City of Bangor provides approximately $7,000 per
month in support to the Shaw House through its General
Assistance Program which underwrites a portion of the
bed night costs for eligible clients; and
wHBRBAH, the appropriation of $2,500 from Penobscot County is
designed to supplement, at $10.00 per bed night, 250 of
the bed nights which are provided to the children of

HOW, THEREFORE, be it resolved by the City Council of the City of
Bangor, that:
We hereby call upon the Penobscot County Cosmiissioner and the
Penobscot County Legislative Delegation to appropriate $2,500 in the
County budget to offset a portion of the coat of providing emergency
shelter services which are provided by the Shaw House to the children
of Penobscot County. Such an appropriation to the Shaw House
represents $10 per bed night for 250 of the bed nights which are
Provided to the children of Penobscot County.

Dear County Commissioners,
I an writing to formally request that Shaw House be included in
this year's Penobscot County budget. Shaw House is the low
barrier emergency shelter for children in eastern and northern
Maine. We are licensed for 16 beds by the Department of Human
Services. We have been open 24 hours per day since April 1,
1994.
1 have enclosed a copy of the geographic distribution of questa
based on our statistics from 1994. As you can see 89.868 of the
414 children we served in 1994 were
residents of Penobscot
County. 67.158 of the children weserved were from Bangor, and
22.718 were from elsewhere within Penobscot County.
I have also enclosed statistics on the use of Shaw House from
January 1, 1994 through August 31, 1995. Last year we provided
3193 bednighta to non -DHS children between the ages of 30 and 17
(bednighta = the number of children who check in at the shelter
pernight). Between January 1 and August 31, 1995, we have
provided 1820 non -DHS bednights to children in need of shelter.
our average bednight cost at Shaw House last year was $74.95, so
far this year, our average bednight cost is $122.98. This
increase is due to several factors, including the increased need
we have for additional staffing to maintain a safe environment
for the high need and mentally ill children that we serve.
We would like to request an appropriation of $2500.00 from
Penobscot County to supplement, at $10.00 per bednight, 250 of
the bednighta we provide to children of Penobscot County.
