Item/Subject: Resolve, Supporting a partnership Between the City of Bangor
and the Northern Conservatory of Music in Working Toward the Development of
the Maine School for the Arta to be Located in a Portion of the Former
Frame's Building

Over the past several weeks in several conversations with Daryl Rhodes of the
Northern Conservatory, he has repeatedly stressed the inportance of the
existence of a partnership between the City of Bangor and the Northern
Conservatory of [male as we worktowardthe development of the Maine School
for the Arts in a portion of the former Freese's building. Mr. Rhodes
believes that the existence of such a partnership is important to his ability
to raise funds and garner strong support for his development efforts.
Elsewhere on tonight's agenda, the Council will be acting to ratify a
Tentative Developer and Option Agreement with the Northern Conservatory for
a portion of the Excess's building. While Nr. Modes recognises the need for
a formal legal agreement between the City and the Conservatory, he has also
requested that the Council consider passing a separate item which would
outline the City's support for this project.
At the time of thin writing, I have not yet had an opportunity to meet with
Mr. Rhodes to discuss the details of such a resolve. I would anticipate
doing so in the near future and will provide a draft to the Council at the
earliest possible opportunity. While I cannot guarantee this information
will be completed and available prior to Monday night, I have placed this
item on the agenda in recognition of Mr. Modes' desire to move quickly on
the overall project.

WHEREAS, The City of Bangor and The Northern Conservatory of Music have worked together
for over ayear toward the goal of establishing a Maine School for the Arts to be
Intoned in a portion of the former Freeads tnudin� and
WHEREAS, in order for the Freeets building to be redeveloped and the Maine School for the
Arts to become a reality, the City of Bangor and the Northern Conservatory of
Music cost continue to work closely in the future; and
WHEREAS, such close ccopemtion will be ofgreat beneg[ to the cithem of the City of Bangor
through the esteblishmeN of the Maine School for the Alts de iigoed to addreseed
the special needs ofarlistic children throughout the State of Moore; and
WHEREAS, such cooperation will al so be of beach to the ciliterm of Bangor through the
potential for redeveloping a portico of the former Proceeds building for this use and
the impact of this project on our continuing efforts to improve and upgrade the City
ofBangors dovmwwa area; and
WHEREAS, in order to formalize this partnership, both parties believe it is essential that the City
of Bangor and the Northem Conservatory of Music formally and publicly embrace
their desire to work cooperatively toward the goals of establishing a school,
redeveloping the Frecee's building, and working toward the improvement of
Bangor's dowrgown area.
